We are looking for an experienced and dynamic Vietnamese citizen/person to fill the following position:

SENIOR CLIMATE CHANGE ADVISOR

The post is offered initially for 2 years with the possibility of extension.
The post is based in Hanoi with frequent travel.

The post has a dual responsibility: a regional advisory role in a multi-country flagship programme Sida funded (GRAISEA, Gender Transformative and Responsible Agribusiness Investments in Southeast Asia) and Vietnam climate change specialist role, in 50/50 respectively.

Report to: Head of Programme, Oxfam in Vietnam with matrix management relationship with the GRAISEA Programme Manager.

Purpose of the job:

The Senior Climate Change Advisor provides specialist knowledge to the strategy development and implementation of sustainable programming in the energy and agricultural sectors.

  • The regional advisory role leads the development of a framework for resilient value chains in Pakistan, Cambodia, Indonesia, and Vietnam under GRAISEA program.
  • The country climate change specialist role provides technical expertise for the development of Oxfam in Vietnam resilience and sustainable strategy and programme implementation.

KEY RESPONSIBILITIES:

For GRAISEA:

Development of a regional framework for supporting resilient value chains

  • Work with other resilience and climate change advisers produce a framework, based on Oxfam’s International resilience framework, that supports a cross-programme approach to the development of ‘resilient value chains.
  • Develop guidance and tools that supports country teams and others to adopt the approach
  • Adapt the approach and guidance in response to programme learning
  • Support the development and management of a climate change and resilience related learning agenda within the GRAISEA programme.

Supporting country teams

  • Provide technical support to country teams in Vietnam, Cambodia, Pakistan and Indonesia to adopt the approach – this will include remote support, support for specific training as well as accompaniment of on the ground programme activities.
  • Ensure country programmes have access to up to date information on climate change issues in their context.
  • Support country programme to find relevant sources of in-country technical support.
  • Support country teams to connect and learn from each other
  • Connect to other teams working on climate change and resilience across the confederation and mobilise additional technical support when necessary.
  • Support country teams to undertake vulnerability and risk assessments for value chains such as Oxfam’s own tool (VRA) (http://vra.oxfam.org.uk/)

Supporting programme management

  • Advise the GRAISEA Programme Manager on progress with the resilient value chains component and make recommendations to address challenges and ensure delivery of programme objectives
  • Provide technical inputs into reports for the donor, Sida.

For Oxfam in Vietnam

Strategy and program development

  • Develop a strategic approach and models to expand Oxfam in Vietnam’s programming on Climate Change Adaptation and Mitigation especially in the energy and agriculture sectors;
  • Lead the development of funding proposals on Climate Change Adaptation and Mitigation with active engagement and discussions with partners, relevant Oxfam affiliates, and other stakeholders;
  •  Develop and disseminate concrete plans for demonstration of Oxfam’s program and expertise on climate change adaptation and mitigation to influence government, donors, development agencies and other stakeholders in Vietnam;
  • Take the lead in surveys, research and studies independently or jointly with other agencies and stakeholders on climate change for program/project development and implementation.
  •  Communicate and contribute to innovation in program implementation, pro-actively propose solutions to challenges;

Coordination, Management and Technical Advice

  • Coordinate and manage the overall project implementation of projects under Oxfam resilience theme including project planning and budgeting, identifying and maintaining direct contacts with partners, monitoring and supporting partners in project implementation and their organizational capacity development, and overseeing project financial management
  • Be responsible for identifying, organizing, facilitating and if needed monitoring the capacity building processes for partners and other stakeholders to strengthen the effectiveness and implementation of programs and lessons learned;
  • Develop technical guidance for project interventions and provide direct technical support to other teams and partners on climate change adaptation and mitigation tools and approaches.
  • Promote and ensure integration of climate change adaptation and mitigation in all relevant Oxfam in Vietnam programs and projects.
  • Overall responsibilities for both GRAISEA and Oxfam in Vietnam.

Representation, Networking, and Influencing

  • Represent GRAISEA and the approach to resilient value chains, at external forum as necessary
  • Initiate, develop and maintain partnerships with key national and regional partners;
  • Participate actively in climate change technical networks in Vietnam and region
  • Participate actively in Oxfam wide related networks such as the Resilience Knowledge Hub, Food Climate Justice policy group.
  • Ensure that key learning from programmes influences the engagement with regional platforms such as the
  • Sustainable Rice Platform as well as policy engagements with ASEAN and the Climate Vulnerable Forum (CVF) where appropriate.
  • Provide guidance as required to colleagues working on regional influencing on how they may integrate climate change into their activities.
  • Contribute to systematization of lessons learnt and knowledge management in climate change adaptation and mitigation at national and regional levels in the relevant Oxfam network;
  • Document and share information related to climate change and building resilience both internally and externally;
  • Collaborate with other stakeholders to raise awareness and advocate for appropriate policies with relevant bodies in Vietnam and in the region on inclusive and sustainable climate actions.
  • Represent and communicate Oxfam’s public policy and positions on resilience and climate change as and when appropriate to institutions, government, international, national and local organizations as required.

SKILLS AND COMPETENCE:

Essential

  • Direct experience of climate change adaptation in the context of agricultural value chains
  • Direct experience of climate change mitigation in the context of low-emissions pathways in the energy sector.
  • Direct experience of supporting small scale farmers adapt to climate change
  • Direct experience of multi-stakeholder processes and multi-stakeholder collaboration
  • Experience in the development of frameworks, tools and approaches that aid others adopt good practices in agriculture and energy
  • Experience of engaging others (researchers, consultants, institutions) to undertake specific deliverable pieces of work
  • Experience of supporting and training others directly and remotely
  • Experience in applying gender lens and ‘tools’ in resilience programming and influencing
  • Direct experience of working on climate change issues in one or more of the following: Vietnam; Cambodia, Indonesia, Pakistan
  • Excellent communication skills, written and verbal skills in English
  • Strong inter-personal skills and ability to build, motivate and inspire multi-disciplinary teams based at different locations working for a common purpose
  • Strong conceptual, analytical and strategic thinking. Ability to analyse development context and driving factors; Ability to ‘think politically’ by understanding motivations, pressures and challenges faced by different actors.

Desirable

  • Knowledge and experience of the rice and shrimp sectors
  • Knowledge and experience of clean energy and power sector reform.
  • Broader understanding and expertise on resilience and sustainability in different contexts
  • Experience of leading learning processes
  • Experience of external facing communications – blogs, articles, public speaking etc

Gross Annual Salary Range: VND 684,660,222 – VND 952,362,371
