Senior Administrative and Finance Assistant, ILO Country Office for Viet Nam (GS-7)

The ILO Country Office for Vietnam is implementing a programme entitled Developing and Implementing a New Industrial Relations Framework in respect of the ILO Declaration on Fundamental Principles and Rights at Work (“NIRF/FPRW Programme”). The aim of the programme is to assist Vietnam to reform and improve the legal and institutional framework relating to industrial relations consistent with the 1998 ILO Declaration on Fundamental Principles and Rights at Work.

The programme has multiple projects with support from several donors including the United States, Japan, European Union (EU) and Canada. The Senior Administration and Finance Assistant will provide direct support for projects under the NIRF/FPRW programme funded by the US Department of Labour and Japan to provide technical support to improve the industrial relations framework.

The position is based in Hanoi, at the grade of GS-7 (UN Salary Scale).

Minimum Requirements include:

  • Education – Completion of secondary school education plus formal training in administration and accounting and/or finance from a recognised commercial school or equivalent.
  • Experience – Seven-year experiences in administration, finance or accounting.
  • Languages – Excellent knowledge of spoken and written English and Vietnamese.
  • Competencies – Excellent computer skills including an ability to use Microsoft Word and Excel as well as other software packages. Good knowledge of accounting principles and practices. Ability to maintain financial records and prepare clerical accounting reports and statements. Attention to detail and accuracy. Good drafting skills, and demonstrated ability to prepare reports. Ability to search and retrieve information from databases and compile reports. Ability to deal with confidential and sensitive matters with tact and discretion. Ability to deal with clients and to respond to their queries.Ability to communicate effectively both orally and in writing.Ability to deal with people with tact and diplomacy. Ability to work on own initiative as well as a member of a team. Excellent time management skills.
