Samaritan’s Purse is a Christian humanitarian organization providing aid to hurting people around the world. With a sustainable history working in Vietnam, Samaritan’s Purse has developed strong relationships with partners to conduct projects in 6 sectors: health, WASH, education, protection, livelihood and relief.

Samaritan’s Purse in Vietnam’s projects are being implemented in Hanoi, Quang Nam, the central province of Vietnam, Tra Vinh, the south of Vietnam and across the northern provinces of Lao Cai, Yen Bai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population.

We are now seeking highly qualified candidate for the following position:

Position Title:     Security Manager
Grade:    Manager
Position Duration:    01 Year with possibility of extension   
Duty Station:    Hanoi with frequent travel to project locations
Reports To:    Vietnam Country Director | Regional Security Director – Asia & the Pacific

Job Summary:

The Security Manager is responsible to promote and support the success of the safety & security for Samaritan’s Purse operations in Vietnam. The manager will maintain the safety & security for all field programs, operating sites, and facilities; develop and maintain local security plans and protocols in accordance with policies and procedures; and liaison with outside safety & security organizations in regards to Vietnam.  The manager will regularly make site visits to program areas to assess the security environment and build relationships with staff & the local community. This position will also help facilitate the community acceptance model of security in the communities where programs are operating.

Key Responsibilities:

  • Management
    • Work closely with country leadership in advising on travel accountability/restrictions
    • Advise security & country leadership on all security related matters relevant to Vietnam
    • Conduct safety & security briefs and trainings for all personnel as needed.
    • Ensure appropriate systems to effectively disseminate information to staff.
    • Build capacity of remote area security focal points to support safety/security.
    • Assist security leadership with security visits including safety & security assessments of operations, offices, and residential locations.
    • Support agency mission through advising and training on related beneficiary programs.
  • Monitoring & Control
    • Monitor events, review incidents, follow-up actions and recommendations
    • Provide regular security updates including analysis to Security & Country leadership
    • Advise other Country Leadership when the Country Director is unavailable.
    • Advise Security & Country leadership of observed changes to safety & security status, information, needs, and concerns
    • Coordinate the gathering and flow of safety & security information with other relevant actors; classify security information according to its reliability and accuracy
  • Network
    • Participate in safety & security related conferences, meetings or other information sharing and cooperative events with other INGO’s, government, and /or academic organizations.
    • Develop relationships with in country security networks, such as UN and NGOs to receive timely & verified safety & security information
  • Policies, procedures, and documentation
    • Research and review updated safety & security assessments on an ongoing basis.
    • Support the maintenance of the SP Vietnam Security Management Notebook
    • Champion security policies and procedures.
  • Other Responsibilities: 
    • Prepare and manage annual budget according to agency controls.
    • Nurture a positive work environment, fostering a commitment to office values and ethics.
    • Be willing to deploy immediately to respond to project needs or emergencies in any part of the Vietnam and coordinate responses at the field level.
    • Accept other tasks as assigned knowing that everyone works as a team to achieve programmatic and operational goals. 

Education/Experience Needed:

  • Bachelor’s degree required, in a related field preferred.
  • Previous experience in a safety or security position, preferable with an NGO. At least 01 year management experience.
  • Strong willingness and passion to see help poor and disadvantaged in Vietnam. 

Skills Required:

  • Fluency in English and Vietnamese-written and spoken.
  • Excellent cross-cultural communication skills – written and spoken.
  • Ability to coordinate activities, build and maintain positive work relationships.
  • Ability to understand and advise on complex security situations.
  • Excellent planning, time management and organizational skills; high level of integrity.
  • Levelheaded, calm demeanor. Able to firmly, yet professionally, direct others when needed.
  • Must be comfortable using Microsoft Word, Excel, PowerPoint, and email.
  • Ability to travel frequently to remote villages in varying weather conditions to carry out project activities.

Samaritan's Purse in Vietnam is a Christian nonprofit organization. Candidates having working experience in a similar kind of organization will be an advantage.
