Subject: USAID Indo-Pacific Opportunity Project (IPOP) Vietnam Digital Trade (VDT) Activity – [Upgrade the MOIT traceability platform]
To All Prospective Offerors:
International Development Group Advisory Services, LLC (International Development Group LLC or IDG) is soliciting proposals from qualified local organizations to provide technical services as described in this solicitation. This procurement will require a formal technical and financial proposal submission as outlined by the Request for Proposal (RFP). This procurement will be based on best value and conducted through a full and open competition process under which any type of organization is eligible to compete. The Vietnam Digital Trade (VDT) Activity anticipates awarding a firm fixed-price contract with a period of performance of 5 months (150 days) from the date of award as a result of this solicitation. Competition under this procurement will be limited to local organizations.
A local consulting firm/organization is defined as a corporation, a nonprofit organization, or another body of persons that:
- Is legally organized under the laws of The Socialist Republic of Vietnam;
- Has as its principal place of business or operations in The Socialist Republic of Vietnam;
- Is not owned, operated, or funded in whole or in part by the Vietnamese government (companies or enterprises in which the government has a controlling interest are not eligible for this opportunity).

Proposals, consisting of the documentation required in section B must be submitted electronically to:

Documents received after the deadline will not be considered. This solicitation in no way obligates IDG to award a contract nor does it commit IDG to pay any cost incurred in the preparation and submission of a proposal.

Q&A
Question 1) As we know, [GS1 Traceability, VietGap, GlobalGa]p, ISO 22000 certificate] normally will be issued for Company, Organization. Those certificates will not be issued for Personal. So could you please make clear about requirement of [The Business Analyst member must have at least 1 of the following certificates: GS1 Traceability, VietGap, GlobalGap, ISO 22000]
Answer: This requirement can be interpreted that the business analyst must be experienced in traceability. He/she must be trained about GS1 Traceability, VietGap, GlobalGap, or ISO 22000. A certificate of training completion can be used as the proof.
Question 2): Will the system be deployed on your current Infrastructure?
If yes, could you please provide the information about your current infrastructure for reference?
Answer: The system should be hosted in the offeror infrastructure during the development process. The offeror should recommend the requirements for the infrastructure, so it will be prepared for deployment after development.
