Formative Evaluation of the “Strengthening the People’s Credit Funds Network project” (STEP)

The Embassy of Canada to Vietnam, acting for the Department of Foreign Affairs, Trade, and Development (DFATD), is seeking to contract a consultant to carry out a formative evaluation of the “Strengthening the People’s Credit Funds Network project[1]” (STEP). The evaluation services are described in the Request for Proposals document which will be made available to the interested consultants upon request. The anticipated start date of the assignment is July 2022.

The formative evaluation will assess the progress, the effectiveness and efficiency of the STEP project, its value for money and its sustainability. The outcome of this evaluation will serve to inform key stakeholders on: the progress towards results; the improvement of project implementation; and decision-making regarding future programming in this sector in Vietnam.

STEP is a 6 year (2016-2024) project of a value of $18.1 million that aims to provide technical assistance to People Credit Fund (PCF) institutions in 14 provinces to supply a range of financial products and services that meet the needs of the rural population, while ensuring financial profitability according to prudential standards for the sector. The project is implemented by Dévelopment International Desjardins (DID), in collaboration with its local partner, the CoopBank of Vietnam (CBV). STEP has two intermediate outcomes: i) Improved delivery of support and oversight services by CBV to the PCF network; and ii) Improved delivery of sustainable financial products and services by PCFs adapted to the needs of rural clienteles, especially women.
