REQUEST FOR PROPOSALS for Pro-poor Policy Monitoring and Analysis

Viet Nam has made significant achievements in its development and poverty reduction over the past decade. At the same time, the country is facing many challenges, namely macro economic instability, poor governance (corruption, lack of voice/empowerment/accountability etc.), new sources of vulnerabilities (climate change, migration, landlessness etc.), rising inequality and enduring ethnic minority poverty that require a second-generation of policy reforms in the coming years. Oxfam’s continuous analysis of the Vietnam context shows that, while the drivers of poverty are diverse, they are often linked to people’s inability to access and take advantage of opportunities and to shape and benefit from public policies.

Build on the positive outcomes, strong partnership at both local and national levels and experiences gained from the implementation of the 1st phase of Poverty Monitoring Project (2007-2013). Oxfam, with financial support from Swiss Cooperation Office for Vietnam (SDC) and Irish Aid (IA), will continue and adapt its initiative from the first phase of poverty outcome monitoring to the second phase of pro-poor policy monitoring and analysis. This 2nd phase project focuses on pro-poor policy monitoring and analysis. It will include longitudinal pro-poor policy monitoring at the local level in 10 provinces/cities throughout Vietnam and in-depth thematic policy analyses on the themes of ethnic minority poverty, inequality, urban poverty and local governance reform (with gender and rural-urban linkages as the cross-cutting themes). This will provide evidence-based findings and recommendations to inform national and provincial policy makers, elected bodies/people’s representatives, donors, CSOs and the public on the formulation and implementation of pro-poor policies in Vietnam.

The project will employ participatory methodologies to collect information and analyse poverty from a multi-dimensional perspective. It will also bring near real-time reflections of grassroots people to national and provincial policy processes, on the design, implementation and outcomes of pro-poor policies in Vietnam. The project will facilitate strategic cooperation and engagement with policy making and elected bodies through adopting multi-stakeholder advocacy and influencing strategies, and through pursuing comprehensive capacity building for CSOs, local partners and the media.  Incorporating feedback from grassroots levels into policy discussion and reform processes at different levels will promote downward accountability toward sustainable poverty reduction.

The overall objective of the project is to support the formulation and implementation of pro-poor and socially inclusive policies at national and local levels through conducting longitudinal participatory monitoring and in-depth thematic policy analysis in selected communities in rural and urban areas in Vietnam.

Oxfam would like to invite eligible consulting firms and research organisations to submit a full proposal (including technical and financial parts) to apply for the whole assignment comprising of approximately following positions:
