We are looking for an experienced and dynamic Vietnamese citizen/person to fill the following position:

RESEARCH SPECIALIST

The post is offered initially for 2 years with the possibility of extension.
The post is based in Hanoi with frequent travel.

Report to: Head of Campaign and Advocacy

Job Purpose:

To support Oxfam programme and campaign in Viet Nam and linkage in the region by conducting, managing and communicating high quality research and analysis on key poverty and development trends in the country.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Lead the development and delivery of a research strategy on poverty, injustice and in support of Oxfam’s thought leadership and influence on these issues;
  • Support strategic research partners to plan, guide and carry out policy research relating to programming, advocacy and campaigning priorities, including, but not limited to, agriculture, climate change and women’s rights, tax justice, inequality; ensure linkage with other Oxfam in Asia policy research priorities;
  • Provide Oxfam with regular updates and written briefings on strategic policy issues to support programme, policy advocacy and campaign work in Viet Nam; monitor influential research produced by key donors and think tank institutions relevant to Oxfam’s strategic interest and provide timely written critiques and responses;
  • Work with Oxfam Vietnam Change Goal Groups to improve research methodology, sharpen their policy analysis and papers/briefs as appropriate;
  • Lead and manage the writing and production of policy briefing papers, policy statements and public communication materials on advocacy and campaign priorities;
  • Establish and maintain relationships with key think tanks, academic and research institutions in Viet Nam and draw external expertise or develop partnership for Oxfam’s policy and research work;
  • Be the primary focal point for relevant work in order to maximise synergies and linking national, regional and global research priorities;
  • Manage resources, consultants and partnerships with key research institutions and partners to conduct research;
  • Represent Oxfam in critical policy research forums when appropriate;
  • Ensure gender equity issues are addressed in policy research;
  • Ensure achieving goals by influencing internal/external agenda/policies through using high quality research work.

SKILLS AND COMPETENCE:

Essential

  • Sound understanding of development and poverty issues, especially sound grasp of macro-economic/political economy analysis as they relate to poverty and development;
  • Proven track record in producing high quality research, policy briefing papers;
  • Strong research methodologies (especially quantitative) and skills with an ability to train/coach and transfer skills to others;
  • Analytical and logical thinking, capability to write and lead the writing of briefing papers;
  • Experience in conducting and managing other researchers and/or research projects (including managing commissioned researchers), ensuring high standards of delivery;
  • Outstanding written and verbal communications skills, with an ability to simplify complex concepts both verbally and orally in order to influence others;
  • Strong understanding of and proven commitment to gender and diversity issues;
  • A well-developed network of relevant academic and applied research contacts to draw on;
  • Fluency in spoken and written English and Vietnamese;
  • Good computer skills.

Gross Annual Salary Range for grade C2: VND478,755,174 – VND718,132,761
Gross Annual Salary Range for grade C1: VND684,660,222 – VND952,362,371

The exact grading will be defined depending on breadth of experience and level of seniority of the candidate.
