Background

FHI 360 is a non-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes experts in health, education, nutrition, environment, economic development, civil society, gender, youth, research, and technology; creating a unique mix of capabilities to address today's interrelated development challenges. FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories.

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year, global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets, address the COVID-19 pandemic, and combat trafficking in persons.

EpiC is developing an e-learning program that promotes a lifelong self-learning culture with enhanced accessibility and advanced technology. We are seeking a qualified vendor to provide an electronic learning management system (LMS) for EpiC to enhance collaboration and data management. Our primary audiences are health staff, community health supporters, and social workers at site - provincial - national levels. The estimated number of users are 500-600 yearly with different learning modes offered, including pure E-learning, blended learning, and instructor-led training. Contents of training courses are provided by EpiC and are varied to equip learners with appropriate skills and technical knowledge on service provision related to HIV, COVID –19 and Combatting Trafficking in Persons, and offered to learners frequently over the year. EpiC is not looking to sell any of its courses. The courses would only be accessible by assigned users.

Technical Specifications

The qualified vendor will have an existing SaaS-based Learning Management System which provides several types of users and functionalities for creating courses, tests, assignments, chats, forums etc. The system should be attractive, high-performing and flexible regarding content upload, editing, and placement within the system, and have the following basic functional features:

  • User and course management: allowing different levels of access and management by administrators, trainers/facilitators, learners etc. The minimum roles of the LMS are:
    • Site administrator: can perform all functions on the site
    • Course creator/trainer: can create courses, manage, and add content to courses
    • Learners: any user of the LMS that can access and participate in courses

    They must be able to have one or more user roles. The administrator should be able to give new or limit the existing permissions of a user

  • Analytics and reports: tracking and monitoring of learners’ progress and participation, receiving feedback on trainers/courses, and allowing different levels of users to generate reports on overall activity
  • Learning modes: supporting pure eLearning, blended learning, instructor-led training
  • Support and creation of learning content: supporting a range of resource types that trainers/facilitators can add to their courses, and all the common files, eLearning formats, and data collection requirements
  • User activities: The LMS should have more activities in which the users, especially the learners, will be able to participate, such as assignment, chat, quiz, test, forum, SCORM, and surveys
  • White-labeling and customization: The interface can be modified and customized according to the project’s branding standards
  • Gamification: the LMS should have additional gamification elements such as points, awards, ratings, badges and more
  • Certificates: automatically issuing certificates to users after they complete a course or a test.

The proposed solution must also meet the following requirements:

  • The system should be a Cloud based platform
  • High security
  • Easy setup, implementation, updating, adding and replication of the courses
  • Full functionality for users in Vietnamese and English
  • Can adapt and configure to the user’s needs
  • Easily scalable even with big data
  • Flexibility in learning, support anytime, anywhere, multi-platform use (web, app) and mobile friendly.
  • Cost-effective
  • Provide timely technical support to EpiC to address system outages and other technical challenges

Quotes are due no later than 12 PM on 12 October 2021. Required documentation listed below must be e-mailed to [email protected]. Please include EpiC LMS Quote in the subject line.

Any questions or requests for clarification can be submitted in writing to [email protected] with a copy to [email protected] by 12PM on 11 October 2021. No telephone inquiries will be answered.

Required Documentation

The quote must include the following items:

  • A brief description of the software and the developer including how the software aligns with the specifications outlined above, a demo account
  • Documentation of legal registration.
  • A detailed price offer (including VAT if applicable) in Vietnam Dong (VND) or USD.

Evaluation Criteria:

Quotations will be evaluated and ranked by a committee according to the price quotation information provided and the adherence to technical specifications. EpiC may request additional clarification on technical specs for shortlisted vendors. Short listed vendor needs to go through our IT clearance procedure before starting the contract.

  • FHI 360 may reject any or all responses received.
  • Issuance of the solicitation does not constitute an award commitment by FHI 360.
  • FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions.
  • FHI 360 will not compensate any offeror for responding to solicitation.
  • FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion.
  • FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities.
  • FHI 360 has the right to issue amendments to the RFQ at any time.
