Improving Quality Basic Education for Ethnic Minority Children in Three Disadvantaged Provinces in Vietnam (IQBEEM)

The Project is funded by the Japan Social Development Fund (JSDF) and the World Bank (WB) is nominated to be the administrator of this fund. The fund of USD1,809,000 is provided to Save the Children UK (on behalf of International Save the Children Alliance) for the period from 2nd June 2009 to 31st May 2013, and project intends to apply part of the proceeds for consulting services.

The project will conduct a final evaluation during the period between March and May 2013 to document the achievements of the project to date and lessons learnt for future similar interventions. The scope of Services are as follows:

Part 1 – The end-line survey
Part 2 – Evaluation on the effectiveness and impact of the project components

Save the Children UK now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff, and so forth). The shortlisting criteria is expressed in the Terms Of Reference.

The bidding firms should provide in their EOI the list of consultants with team leaders and team members.  It is expected that the consultants provided must have a strong background on education, management and monitoring and evaluation to lead the whole process.

The assignment will be offered to the selected firms in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised 1 Oct 2006.Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.Interested firms may obtain further information at address below from 8.30 to 4.30 of working days from 11th Jan 2013 to 25th Jan 2013.
