Request for Expression of Interest – Development of a Software for Mornitoring and Management of Drug Supply

REQUEST FOR EXPRESSION OF INTEREST

Chemonics International Inc. (hereinafter referred to as “Chemonics”), under the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) is issuing a Request for expression of interest for Development of a Software for Mornitoring and Management of Drug Supply.

The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. In Vietnam, the project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR). In supporting USG-funded global health activities, GHSC- PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

• Global Commodity Procurement and Logistics
• Systems Strengthening Technical Assistance
• Global Collaboration to Improve Long-Term Availability of Health Commodities.

The GHSC-PSM plans to support the Vietnam Social Security with Development of a Software for Monitoring and Management of Drug Supply. The illustrative period of performance will be September 16, 2019 to December 16, 2019.

The GHSC-PSM invites Offerors (Firms/Companies) to express its interest in this subcontracting. The Offerors are required:

I. Capacity, experience:

• Offeror must have at least 3 year-experience working in software development.
• Offeror must have developed at least 05 web-based software in 3 recent years.
• Offeror must not be in the middle of suite or conflict at court.

II. Human resource

Offeror must at minimum have the following qualified positions:

Team leader:

• Must have bachelor degree or higher in Information technology or informatics math
• Must have Microsoft SQL server certificate.
• Must have at least 10 year-experience in software development.
• Have been acting as team leader for at least 3 projects on application development/web-based software development.

Designer, subject-matter analyst:

• Must have bachelor degree.
• Must have at least 5 year-experience in software development analysis.
• Must have Microsoft MCSD certificate.
• Must have good understanding and knowledge about contract and supply management.

Developer (at least 3 members):

• Must have bachelor degree in Information technology or informatics math.
• Must have at least 5 year-experience working in programming
• Must be involved in at least 5 projects on application development/web-based software development.

The Request for Proposal will be sent to shortlisted Offerors.
