Background

In Vietnam, U.S. assistance has helped to improve the quality of life of persons with disabilities (PWDs) since 1989 by addressing medical and social needs, supporting improved disability policies, and reducing physical and social barriers. USAID/Vietnam’s work in rehabilitation aligns with WHO’s building blocks of effective health systems. Beginning in 2015, USAID started a new Disabilities Project focusing on improving service provision, rehabilitation systems, and policy support to expand opportunities for persons with disabilities. This project, originally intended to expire in 2019, has since been modified and extended through 2024. USAID/Vietnam has asked Learns to complete a baseline assessment/an evaluation to form a basis for tracking changes in quality of life for persons with disabilities; identifying factors affecting success of USAID's disability-related interventions; and tracking changes in availability, accessibility and quality of rehabilitation and social services for persons with disabilities receiving USAID assistance. The baseline/evaluation aims to answer following questions:

  1. To what extent has the quality of life for persons with disabilities receiving USAID-supported assistance changed over time?

  2. What are the factors affecting the success of the three intervention areas targeted for USAID support (rehabilitation, social services, and disability policies)?

  3. To what extent have the availability, accessibility, and quality of rehabilitation and social services in USAID-targeted provinces changed over time?

Learns is seeking a Rehabilitation and Health System Strengthening Specialist to support the evaluation team in conducting the baseline/evaluation.

Responsibilities

The Rehabilitation and Health System Strengthening Specialist will be expected to contribute to data collection. The Specialist will also provide quality assurance during the data collection process for the interviews that will be conducted by a data collection firm. As background context, the baseline will involve directly surveying of persons with disabilities and assessing rehabilitation services and health systems available to persons with disabilities in selected provinces in Vietnam. Specific responsibilities include:

  • Conduct qualitative interviews with high-level stakeholders in Vietnamese language (e.g. national- or provincial-level ministry stakeholders, USAID), and summarizing interview results in English.

  • Contribute to the oversight of and support to the data collection firm including: enumerator training, tool piloting, data cleaning and analysis.

  • Contribute to periodic review ò the data collection firm’s rehabilitation and health system-related data summaries to provide quality assurance and guidance on course corrections

  • Contribute to data analysis, interpretation, and report writing as requested by Team Leader and as qualification permits.

  • This role may require travel to selected provinces where USAID/Vietnam is working to conduct qualitative interviews and support qualitative data collection.

Qualifications

Required:

  • Have an advanced degree from an accredited university and should have at least 5 years of technical experience in a rehabilitation-related field (physical therapy, occupational therapy, speech and language therapy, physical and rehabilitation medicine).

  • Have a strong understanding of disability issues, rehabilitation, and health system strengthening in Vietnam

  • Have a strong understanding of international standards and assessment methods for rehabilitation services

  • Have experience designing monitoring approaches or conducting evaluations including surveys and qualitative interviews.

  • Have professional proficiency (writing, speaking, and reading) in English.

  • An ideal candidate will also:

    • Have a demonstrated ability to analyze activities and impact of social and rehabilitation services, health system

    • Have a demonstrated understanding of USAID’s work in the disability sector as well as USAID evaluation policy.

    • Be fluent in Vietnamese or have professional proficiency.

  • Level of Effort (LOE): Approximately 30 days.

  • Desired start date: As soon as possible

  • Timeframe: From start date until October 2021 (most work will be concentrated between June and August)
