Overview of the Position

The USAID Sustainable Forest Management Project (the Project) is working with the Government of Vietnam (GVN) to reduce carbon emissions associated with deforestation, the degradation of natural forests, and poor plantation management. The Project is implementing a “Green Prosperity” approach that strengthens local communities’ ability to protect their natural resource base and reduce emissions while building a strong foundation for sustainable livelihoods and equitable economic growth.

The Project is working in seven provinces and focus on five activities:

  • Strengthening community forest management;
  • Promoting conservation-friendly enterprises;
  • Improving law enforcement to tackle environmental crimes;
  • Enhancing the management of production forests; and
  • Mobilizing domestic resources.

The regional Conservation Enterprise Officer (CEO) will contribute to meeting the indicator targets of the Project’s Objective 2 to “Increase conservation-friendly enterprises in forest-dependent communities” and, Objective 4 to “Improve production forest management practices”. The regional CEO will be responsible for providing technical for the development of viable conservation friendly enterprises (CFEs) and potential value chains to improved livelihoods of forest dependent communities, leading to in the respective province.

The regional CEO will be daily overseen by the relevant Provincial Project Managers and technically supervised by the Deputy Chief of Party/Director of Enterprise Development.

Roles and Responsibilities

  • Work with local partners (provincial project management units, rural development Sub-departments, CFEs and smallholders/producers, forest owners, wood processors, etc.) in identifying, planning, organizing, implementing and developing the selected value chains under Objectives 2 and 4;
  • Prepare the detail technical proposal for the relevant activity approved in the yearly workplan and Collaborate with technical and operational staff to implement the project activities in the target Project’s provinces and to validate that the value chains being supported contribute to reduce deforestation and degradation and to reduce CO2 emissions;
  • Provide technical support for enhancement of existing collective farmer/producer groups, cooperatives and/or establishment of new farmer groups/cooperatives, wherever necessary;
  • Assist the Project to develop user-friendly technical guidelines, handouts and flyers on conservation friendly value chain development;
  • Support the Project to develop a facilitation manual on establishing, planning, organizing, implementing, monitoring, evaluating and reporting of conservation friendly farmer groups;
  • Provide technical support to improve market linkages between smallholder producers, processors, traders and leading buyers;
  • Assist the Project to implement the “Women Economic and Environmental Empowerment Initiative “in partnership with Vietnam Bank for Social Policy and Women’s Unions;
  • Contribute to addressing the identified gaps in gender equity and social inclusion and social behavior change communications, leading to achieving the Project’s goals;
  • Assist the Project to monitor, assess, report and document lessons learnt from the Project activities on Objective 2 and 4 in Nghe An - Thanh Hoa or Quang Nam – Quang Tr in cooperation with the Project monitoring and evaluation team;
  • Other tasks as required by the direct supervisor.

Qualifications

  • Bachelor or engineering degree in natural resource management, business administration, finance, marketing or related field;
  • At least five years of experience in the value chain development, natural resource management, business administration, small and medium enterprise, including cooperative development in Vietnam;
  • Experience in the development of guidance/training material and delivering field training to local farmers/producers and CEFs;
  • Prior experience in activity planning, organization and implementation;
  • Strong provincial connections and understanding of planning processes and direct working experience with provincial government and private partners;
  • Good networking and communication skills. Communicable skills in English is an advantage;
  • Ability to work effectively with people of diverse backgrounds, to motivate and inspire teamwork;
  • Ability to work independently and a willingness to travel frequently within Vietnam;
  • Proficient user of the MS Office package (Word, Excel, and PowerPoint);
  • Vietnamese national only.
