We are looking for an experienced and dynamic Vietnamese citizen to fill the following position: PROGRAM COORDINATOR – GOVERNANCE PROGRAM

The post is offered Open-Ended contract, based in Ha Noi.

The Role:- To lead on the content development, delivery and learning of the SCG 5; to ensure a way of working that works from a joint “all Oxfam’s” perspective and consultative team work; to provide leadership and to facilitate effective delivery oriented collaboration in the SCG 5 group; to keep the right level of realism in terms of ambition.
             - To develop and manage OGB-led governance (‘Right to be heard’) program in Vietnam, as well as to take overall coordination for ‘Right to be heard’ and education governance. Play a critical role in supporting and overseeing inception phase for a new and significant program (Vietnam Empowerment and Accountability program – VEAP). This focuses on promoting good governance, social accountability, participation development and civil society empowerment. It involves stand-alone initiatives and integration into programs for Livelihoods, Education, Disaster Management and Equality.

KEY RESPONSIBILITIES:

- To facilitate and ensure coherent SCG 5 program development, delivery, learning, innovation & capacity development, contributing to JCAS objectives and hence to longer term impact
- To ensure that the program work around SCG 5 in JCAS is linked to and aligned with work around other JCAS SCG’s
- Lead and manage Oxfam GB-led governance/ “Right to Be Heard” program, to ensure coherence with SCG 5, focusing on desired Policy and Practice Changes. Integrate issues into all Oxfam GB programs in Vietnam. Take overall coordination for ‘right to be heard’ and education governance. Lead funding proposal development.
- Play a critical role in supporting and overseeing inception phase for a new and significant program (Vietnam Empowerment and Accountability program – VEAP)
- Act as technical advisor to the VEAP to ensure inputs at critical stages
- Ensure that VEAP is linked to and aligned with Oxfam's strategy on Governance theme as well as overall regional and country strategy
- Deputise/Acting OGB’s ACD as required
- Represent Oxfam to DFID and external stakeholders as required
- Coordinate the implementation of stand-alone initiatives and support program staff with the implementation of “right to be heard” elements of the program. Including: quality control (especially ensuring gender equity), develop and maintain good relationships with local partners/local authorities, financial management, documentation, monitoring and evaluation, reporting etc.
- Implement Performance Management with all direct reports. Including objective setting, performance review and personal development plans. Ensuring all aspects of OI program standards and Oxfam GB’s work in Vietnam e.g. gender equity and advocacy are reflected in your own and staff objectives.
- Ensure implementation of Oxfam GB’s operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam’s work, with support from technical advisors and programme service staff as needed.
- Within Viet Nam, develop and/or maintain a network of organisations working on governance, accountability and civil society issues.  Represent one Oxfam and Oxfam GB and communicate Oxfam's public policy and advocacy positions as and when appropriate to institutions, government, international, national and local organisations as required.
- As the Strategic Change Goal lead of governance for the Vietnam Program, liaise with regional and global Strategic Change Leads and disseminate, information to staff. Contribute governance expertise to regional level as required.
- Participate and contribute as a member of the Senior Management team in the overall planning and management of Oxfam GB – Vietnam.  Deputise for ACD and other staff as needed. Participate in SCG lead group and report to CLT.

SKILLS AND COMPETENCE:

Job Specific Competencies
- University degree, preferably social science or related field or/and management
- Demonstrated skills and significant experience in good governance, civil society empowerment and social accountability issues in Viet Nam.
- Proven experience in program strategic planning in a development context.
- Sound experience in program management and negotiation; including participatory approaches.
- Sound experience in resource management e.g. people, finances, assets
- Analytical and planning skills at program and policy levels
- Good understanding and practical experience in application of equity issues (Gender and diversity)
- Strong written and spoken English and Vietnamese
- Good computer skills (writing and spreadsheet programs)
- Able to travel to program/project areas.

Gross Annual Salary Range: US$ 27,000-39,503 plus medical coverage of USD 3,200 per annum for staff and family members, 23 leave days and social insurance.
