RBA Livelihood Officer

CARE in Vietnam is looking for experienced and qualified Vietnamese to fill in RBA Livelihood Officer for Improving the participation and Voice of Ethnic Minorities project (Nghe An Project)-CASI Program.

Position information:
Position title: RBA Livelihood Officer
Reporting to: Project Manager
Contract: From start working day to 31 December 2012
Base in: Nghe An
Reporting Relationships
Reporting to the project manager
No staff under his/her supervision
Support local partner staff in implementing the project.

Main Duties
This position is responsible to support the project manager to carry out project activities. Specifically, the project officer is responsible for sustainable livelihood implementation and mainstream/replicate into 135 and 30a program in Que Phong and Nghia Dan districts, Nghe An province. Details as follow:

- Support the Project manager to carry out project activities and to assist in financial and administrative work.
- Work closely with project partners and other relevant agencies responsible for conducting livelihood models and provide sustainable agricultural techniques including assessments, working with farmers groups and project partner, providing trainings, meetings, workshops, facilitating study tour, applying Farmer Field School method, etc;
- With support from project manager, work with local agencies to mainstream/replicate livelihood models into 135 and 30a program in Que Phong and Nghia Dan districts, Nghe An province.  
- Support the project manager in implementing project strategy/approaches and methodology and capacity building/coaching support for partner at both commune/district and province levels and relevant local agencies’ staff.
- Support the project manager in facilitating policy and advocacy planning and implementation of Nghe An People Council on which relates to relevant activities of program 135 and 30A. 
- Ensure CARE principles and value added are understood and integrated into all work, particularly women’s empowerment, RBA, gender, advocacy, rights and voice, civil society and CBO development;
- Support project manager and partners in designing and implementation ME and other quality insurance systems for the project including need assessment, review and evaluation, regular field visits and collecting monitoring data in accordance with the project ME plan;
- Support organization and facilitation of capacity-building events, such as trainings, study tours, community forums, livelihood training materials development, and other learning events, and coordination of the necessary livelihood technical expertise for those events
- Support project manager in preparing project reports/documentation including project progress, monthly update and monitoring reports. 
- Liaise with all relevant Area project stakeholders regarding implementation of the Area project.

Selection criteria:
- Relevant degree in agriculture or forestry or social
- Good coordination and communication at different levels
- At least 2 years experiences with international organization in rural development or related areas.
- Experiences with sustainable livelihood approach 
- Experience of working with government agencies, and ethnic minorities.
- Understanding and experience in working in Partnership, capacity building and gender equity
- Good facilitation and team work
- Basic in speaking and writing in English
