BASIC FUNCTIONS OF THE POSITION

This position will serve as the Public Health Specialist for Emergency Management at the Centers for Disease Control and Prevention (CDC) office at the U.S. Embassy in Hanoi, Viet Nam. S/he will serve as CDC’s point of contact and subject-matter expert in all efforts undertaken by CDC-Viet Nam to advance implementation of emergency management with the Government of Viet Nam.

The position holder will provide an oversight and guidance to the development and application of the Public Health Emergency Operations Centers (PHEOC) standard operating procedures (SOPs) and plans, as well as support the Vietnam PHEOC Network in maintaining a training program to ensure continuous capacity building and improvement. S/he will coordinate and provide technical advice to the national assessment of the PHEOC network and development of a national strategic plan for the network upgrade. She will directly support GVN in designing, implementing, conducting, and evaluating exercises in emergency management. These exercises will necessarily involve multiple ministries (e.g., Health, Agriculture and Rural Development, Natural Resources and Environment) and multiple departments within each, thereby establishing a truly multi-sectoral approach to emergency management. S/he will also require expertise in the constitution, deployment, and functions of rapid response teams (RRTs).  In the setting of exercises, s/he will advise them on how to anticipate challenges that come  up in the field and how to maintain their own safety, regardless of the type of event. For each exercise, s/he will also need to develop an approach to evaluation that is consistent with the World Health Organization’s monitoring and evaluation framework. S/he should be able to develop, articulate, and implement a vision that ultimately leads to GVN’s ability to design, implement, and evaluate their own emergency management exercises without external assistance.

During “real” events, the job holder will advise GVN on how to structure their response both at the EOC level and with respect to RRTs. S/he will advise GVN on an hour-by-hour, day-by-day basis regarding how they can best use the limited assets available to them to respond effectively during the emergency.

The job holder will serve as a technical expert and collaborates regularly with relevant technical personnel at CDC Viet Nam, as well as other technical officers within the USG inter-agency, including the Department of Defense/Defense Threat Reduction Agency (DTRA) and the United States Agency for International Development (USAID). S/he also will have responsibilities—both technical and diplomatic—to other bilateral and multi-lateral partners, especially, but not limited to, the World Health Organization in Viet Nam and the Food and Agricultural Organization.

Under the supervision of the Team Lead for Surveillance and Response, s/he will provide critical technical advice to the MOH and implementing partners for day-to-day program implementation, evaluation, and development. S/he will be required to collaborate regularly with other in-country U.S. agencies to ensure that USG programming addresses GVN priorities.

S/he will also represent CDC Viet Nam on public health emergency management issues at technical, policy and strategic planning meetings, as well as in meetings with collaborators and donor agencies.

QUALIFICATION REQUIREMENTS

Education:     A minimum of Master’s degree in public health, disaster and/or environmental management, business administration or international equivalent is required

Experience:    A minimum of three years’ experience working with projects or programs supporting public health emergency management in Viet Nam is required.

Languages:   

  • Fluency in Speaking/Reading/Writing English is required. (This will be tested.)
  • Fluency in Speaking/Reading/Writing Vietnamese is required.
