Provincial Programme Coordinator

GFA Consulting Group in partnership with T & C Consulting and AEDES, is recruiting one qualified Provincial Project Coordinator to be based in Hanoi with travel to Bac Giang, Bac Ninh, and Ha Nam provinces, and other provinces.  The position entails full-time work for a fixed contract period until 30 September 2013.
Applicants for this senior position must be fluent in both written and spoken English and Vietnamese, and meet the qualifications and skills, and be able to undertake all of the described responsibilities, which are listed below. Remuneration will reflect the senior nature of this position, and the qualifications and experience of the successful applicant. Applicants should be able to travel to the provinces up to eight days per month.
 
Main qualifications and skills:
- Master degree in Medical Science, Public Health or Health Economics
- Sound understanding of Public Health
- Focused on achieving results
- Ability to work in a diverse and multi-cultural environment
- Ability to work within a team
- Good communication skills
- Good computer skills

Main responsibilities:
- Provide technical monitoring and supportive supervision for the implementation of project activities at central, provincial and district levels
- Identify problems and work with Project management at provincial level to develop appropriate responses
- Assist central, provincial and district project management in achieving expected outcome at implementation level, in a timely manner
- Assist in the project planning and budgeting process at provincial and district levels, ensuring that implemented technical processes follow the Annual Programme Estimates.
- Coordinate monitoring and evaluation activities in the field
