B. PROJECT BACKGROUND

The USAID Sustainable Forest Management Project (the Project) will work with the Government of Vietnam (GVN) to reduce carbon emissions associated with deforestation, the degradation of natural forests, and poor plantation management. The Project will implement a “Green Prosperity” approach that strengthens local communities’ ability to protect their natural resource base and reduce emissions while building a strong foundation for sustainable livelihoods and equitable economic growth.

The Project will work in seven provinces (Lao Cai, Son La, Hoa Binh, Thanh Hoa, Nghe An, Quang Tri, Quang Nam) and focus on five objectives:

  1. Improve and expand community forest management
  2. Increase conservation-friendly enterprises in forest-dependent communities
  3. Increase functionality of law enforcement system for forest crimes
  4. Improve production forest management practices
  5. Mobilize domestic resources for forest management and protection

The Project will be implemented during the period 2020-2025 by DAI in collaboration with RECOFTC and Preferred by Nature as partners, with the Ministry of Agriculture and Rural Development (MARD) as the counterpart and the Management Board of Forestry Projects (MBFP) as project owner.

C. DESCRIPTION OF CONSULTANCY SERVICE:

1.     BACKGROUND

Quang Tri and Thua Thien Hue are two bordering provinces, with a large area of ??bordering forest and a hot spot for law violations in the forestry sector. Recently, people in the two districts of Dakrong, Quang Tri province and A Luoi district, Thua Thien Hue province often go back and forth, there is a phenomenon of encroachment into the forest, it is necessary to have coordination in detecting, investigating and handling violations. in the forestry sector. Specifically, the border area between Hong Thuy commune (A Luoi district, Thua Thien Hue province) and A Bung commune (Dakrong district, Quang Tri province) is an area where disputes have often occurred in the past. In October 2018, 4 members of the forest protection team of A Bung commune were sleeping in a hut when the people of La Nga and Pi Reh villages (Hamlet 7, Hong Thuy commune, A Luoi district) brought a machete and a stick. This group of people pulled four forest guards out of the hut and burned down the entire wooden hut.

On the basis of such situation, the Quang Tri FPD has directed the Forest Protection Departments with forest areas adjacent to the Forest Protection Departments in the border areas with Thua Thien Hue and Quang Binh provinces to organize the signing of the Regulation coordination on forest protection and forest fire prevention among units. Dakrong County and A Luoi signed a regulation on cooperation between the two units in forest protection. However, the Quang Tri FPD realizes that in order to better implement the forest protection work between the two provinces, the Quang Tri and Thua Thien Hue FPD needs to have a regulation on coordination between the two FPDs to enhance coordination. Specifically:

  1. Limiting disputes and illegal forest encroachment between the two provinces;
  2. Cooperate in the handling of violations;
  3. Sharing information on violations and professions in the field of forestry;
  4. Strengthen the propaganda work in the bordering areas;
  5. Annually evaluate the effectiveness of coordination activities, update protocol, develop implementation plans.

Based on the Law on Forestry Law Enforcement Plan approved by the Quang Tri Provincial FPD on December 31, 2021, DAI will select a consultant to assist the Quang Tri FPD in developing draft Regulation on coordination between Forest Protection Department of Quang Tri Province and Forest Protection Department of Thua Thien Hue Province in order to strengthen law enforcement in the forestry sector, contributing to the protection and sustainable development of forests.

2.     OBJECTIVES OF THE ASSIGNMENT

2.1  Overall Objective

This consultancy work is to support the Quang Tri Provincial FPD in developing a Interagency Coordination Protocol between Quang Tri and Thua Thien Hue Provincial Forest Protection Departments in order to strengthen law enforcement that contributes to the sustainable forest development.

2.2   Specific Objectives

Develop an Interagency Coordination Protocol between Quang Tri and Thua Thien Hue Provincial Forest Protection Departments.

3.      SCOPE OF WORK

The consultant will carry out the following tasks:

  1. Coordinate with the related parties to make plans to deploy the work;
  2. Collect, research, synthesize data, write an assessment report of the current situation of coordination between forest rangers in Quang Tri and Thua Thien Hue provinces;
  3. Develop the draft Interagency Coordination Protocol between Quang Tri and Thua Thien Hue Provincial Forest Protection Departments;
  4. Support to organize a consultation workshop between the two provinces, collect information and suggestions for improvement;
  5. Finalize and submit the Interagency Coordination Protocol between Quang Tri and Thua Thien Hue Provincial Forest Protection Departments for approval in both Vietnamese and English.

4.     LOCATIONS

Quang Tri and Thua Thien Hue.

The estimated consulting time for this task is 27 man-days, scheduled from May 2022 to July 31, 2022 including field trips in districts in Quang Tri and Thua Thien-Hue. The specific products to be delivered are as follows:

Remark:

  • The Project pays for fieldtrips, hotels, and travel for a maximum of 7 days for fieldwork in Quang Tri and Thua Thien Hue.
  • The Project does not pay meals, vacations, and travel for the consultant during his working time in Dong Ha City, Quang Tri.
  • The final deliverables will be submitted in Vietnamese and English.
  • All deliverables are to be approved by DAI, Quang Tri PPMU and FPD.

E. QUALIFICATIONS

The consultant is to meet the following cafeteria:

  • Be a Vietnamese citizen;
  • Have a university degree in forestry or an equivalent field
  • Have at least 15 years of experience working in the forestry sector;
  • Have experience in formulating regulations on coordination between forces and sectors and levels in state agencies. Building coordination regulations for forest rangers is an advantage;
  • Have worked in Quang Tri is an advantage;
  • Be proficient in using computers;
  • Have ability to build data analysis framework, data analysis tools;
  • Have skills in writing assessment reports;
  • Be skillful in teamwork, coordinating activities with many stakeholders.
