The joint project “Support to Vietnam for the Implementation of the Paris Agreement” (VN-SIPA) provides support to the Government of Viet Nam in establishing the framework conditions to implement the NDC and the Paris Agreement. The German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) commissioned GIZ with the implementation of the German part of the VN-SIPA project within the International Climate Initiative. The main implementing agency on the Vietnamese side is the Department of Climate Change under the Ministry of Natural Resources and Environment (MONRE). The VN-SIPA project focuses on five areas:

  1. Advice to MONRE on NDC development and implementation in line with national circumstance and the international context;
  2. Support for the set-up of an institutional framework for implementing the Paris Agreement and integration in sectoral strategies;
  3. Development of five bankable mitigation actions (NAMAs) as a contribution to achieve Viet Nam´s climate targets as stated in its NDC;
  4. Implementation of ecosystem-based adaptation measures in two provinces with scaling up potential to achieve Viet Nam´s climate targets as stated in its NDC;
  5. Operation of the “IKI interface” for Viet Nam with the aim to connect all projects in Viet Nam funded by BMU´s International Climate Initiative and to inform them about ongoing climate policy processes.

For our SIPA project we are looking for local professionals to fulfill the following positions:

Position Nr. 01: Project Officer
“Adaptation to Climate Change”
Duty Station: Hanoi, Vietnam
Duration of Assignment: ASAP until June 2022

Main responsibilities

  • Assist the project management in achieving the objectives of the VN-SIPA project;
  • Provide technical advice to the MONRE, other line ministries and provincial government agencies on
  • Ecosystem-based Adaptation (EbA);
  • Support the systematic integration of strategies and methods for EbA into national and local adaptation and planning processes and policies;
  • Support in the identification of necessary changes in the legal framework, in relevant strategies and other policy documents in order to promote the implementation of EbA approaches;
  • Capacity development and technical advice to line ministries during the development and implementation of the National Adaptation Plan (NAP);
  • Support the systematic integration of the NAP process into Viet Nam´s NDC (and vice versa);
  • Assist the project management to coordinate and communicate with the political partners (ministerial and provincial levels and line agencies);
  • Identify national and international financing options for the implementation of EbA measures and support partners on national and local level in accessing them;
  • Support the implementation of EbA pilots in Ha Tinh and Quang Binh;
  • Prepare project outputs and experiences for upscaling at national level;
  • Integrate project outputs into the legal and institutional framework of project partners;
  • Support and contribute to the M&E system of the project, prepare reports and presentation material;
  • Assist the project team and external consultants of the project in the design and implementation of its communication strategy and its knowledge dissemination in Viet Nam;

Minimum requirements

  • Master’s Degree ideally in a subject related to at least one of the following fields: climate change, environmental sciences, natural resources management, or similar.
  • At least 8 years of proven working experience in climate change policy, Ecosystem-based Adaptation, Biodiversity or similar;
  • At least 6 years of professional working experience in a comparable position;
  • Profound knowledge through working experience regarding climate change and adaptation policy, private, academic and non-governmental institutions in the climate change and adaptation field in Viet Nam, relevant implementation structures, responsibilities and planning processes;
  • Sound knowledge of the national and international public and private financial institutions and their financing mechanisms and instruments regarding climate financing;
  • Excellent written and oral communication skills in English, with analytical capacities and ability to synthesise relevant findings;
  • Excellent command of MS Office and good working knowledge of modern telecommunication systems.
  • Excellent self-management and coordination skills;
  • Creativity, proactivity and proper initiative towards the results of the programme;
  • Excellent ability to share knowledge and experience, a good team player;
  • Demonstrated ability to work and produce - sometimes under high pressure - high quality outputs;

Position Nr. 02: Project Officer
“M&E, Knowledge Management and Capacity Development”
Duty Station: Hanoi, Vietnam
Duration of Assignment: ASAP until June 2022

Main responsibilities

Monitoring & Evaluation

  • Support the setup, development and implementation of the M&E system of the project;
  • Coordinate inputs from team members to the M&E system and assure quality standards of diverse project outcomes;
  • Assist partners of the project with the development of M&E systems and reporting obligations;
  • Ensure high quality documentation of programme outcomes and compile information in accordance with the requirements of commissioning parties (e.g. numbers, figures, facts);
  • Support the preparation of (bi-)annual progress reports and the final report to the commissioning party;

Knowledge Management and Communication

  • Be responsible for updating various knowledge management systems of GIZ/the project;
  • Contribute to online knowledge management platforms of GIZ;
  • Assist project staff in using new digital tools and platforms for knowledge management and communication introduced by GIZ;
  • Support efficient communication of project results to relevant stakeholders at international, national and provincial level;
  • Contribute to development and publication of quarterly IKI newsletters;
  • Facilitate exchange on lessons learnt with internal and external stakeholders at events, workshops, knowledge platforms, etc.;
  • Participate in the preparation, organization and implementation of workshops, events, meetings;

Capacity Development

  • Identify capacity development needs of partners according to the project´s objectives and conceptualize a capacity development strategy for the project;
  • Coordinate the implementation of capacity development measures in cooperation with other team members;
  • Conduct monitoring and evaluation on capacity development and prepare lessons learnt.

Minimum requirements

  • Master’s Degree ideally in a subject related to at least one of the following fields: sociology, political science, applied social studies, management science, or similar.
  • At least 5 years of proven working experience in M&E, knowledge management, project management, research & development, or similar;
  • At least 4 years of professional working experience in a comparable position;
  • Profound knowledge through working experience regarding M&E, knowledge management, capacity development and technical assistance projects, basic knowledge of environmental management and climate change;
  • Sound knowledge of national and local government structures, institutions and policy procedures;
  • Excellent written and oral communication skills in English, with analytical capacities and ability to synthesise relevant findings;
  • Excellent command of MS Office and good working knowledge of modern telecommunication systems.
  • Excellent self-management and coordination skills;
  • Creativity, proactivity and proper initiative towards the results of the programme;
  • Excellent ability to share knowledge and experience, a good team player;

Position Nr. 03: Junior Project Officer
“Climate Change”
Duty station: Hanoi with possibility to traveling in-country and abroad
Duration of Assignment: ASAP for three years

Main responsibilities

  • Assist the project management in achieving the project´s objectives;
  • Support the conceptualization and implementation of institutional capacity development measures (workshops, trainings, study tours, etc.);
  • Assist the project management to coordinate and communicate with the political partners (ministerial and provincial levels and line agencies);
  • Assist the project management to provide technical advice on climate policy (NDC, MRV, etc.) to MONRE and other government partners of the project;
  • Steer national and international consultants;
  • Assist the communication and inter-ministerial exchange between MONRE other relevant line ministries regarding NDC and other climate policy related matters;
  • Support and contribute to the M&E system of the project, prepare reports and presentation material.

Minimum requirements

  • Master degree in environment economics, environmental engineering, international economics or other related academic subject;
  • Minimum 2 years’ professional experience;
  • Expertise in diverse environmental topics, especially related to climate change mitigation;
  • Working experience in development cooperation and/ or in the Vietnamese public sector would be an advantage;
  • Excellent communication and strong interpersonal skills;
  • High level of oral and writing skills in English;
  • Good working knowledge of telecommunication systems (phone, fax, e-mail, internet) and computer applications (e.g. MS-Office);
  • Service orientation and proactive working style;
  • Team work ability, dynamic, self-motivated character and interest in development work.

Position Nr. 04: Liaison Project Officer
Duty Station: Hanoi, Vietnam
Duration of Assignment: ASAP until June 2022

Main responsibilities

  • Provide strategic guidance and contribute to the development of the vision and strategy of the VN-SIPA project;
  • Liaison to and with the Project Steering Committee, Project Management Board (PMB) particularly among the Focal Point Persons from related line ministries/ provinces as well as respective facilitation of the cooperation;
  • Represent the projects in various fora as requested;
  • Support PMB and GIZ in developing the TORs for project activities;
  • Support PMB and GIZ in implementing tasks related to joint project activities such as preparation of annual work plans, reporting and M&E;
  • Support PMB and GIZ in fulfilling the reporting requirements (particularly financially) in line with the existing regulation of Vietnam;
  • Support research and study activities on relevant climate change topics that will benefit the further development and innovation of the joint project activities as well as that of the long-term development of the VN-SIPA project;
  • Facilitate the communication and cooperation between PMB and GIZ with regard to the implementation of the German ODA-funded technical cooperation projects;
  • Ensure and maintain close and effective cooperation among PMB members, cooperation between PMB and project implementation team, as well as cooperation with international/ national experts and project partners;

Minimum Requirements

  • Minimum a master’s degree in Environment, Political Sciences, or Economics
  • At least 8 years of experience in the climate change sector
  • At least 8 years of experience in international project setting, preferably experience with ODA projects
  • At least 8 years of proven working experience in climate change policy, Ecosystem-based Adaptation, Biodiversity or similar;
  • Profound knowledge through working experience regarding climate change and adaptation policy, private, academic and non-governmental institutions in the climate change and adaptation field in Viet Nam, relevant implementation structures, responsibilities and planning processes;
  • Sound knowledge of the national and international public and private financial institutions and their financing mechanisms and instruments regarding climate financing;
  • Excellent written and oral communication skills in English, with analytical capacities and ability to synthesise relevant findings;
