The project “3RproMar” (Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs) is a regional technical cooperation program, jointly funded by the governments of Viet Nam and Germany and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Its objective is to support the Association of Southeast Asian Nations (ASEAN) member states in the improvement of implementation capacities for reducing land-based waste leakage to protect the seas. The project outcome includes four output areas:

  1. Enhancement of the regional cooperation and knowledge management among the ASEAN working groups
  2. Development of national measures for waste leakage reduction within the focal ASEAN member states (Cambodia, Indonesia, Philippines, and Viet Nam) as well as their transmission to strategies on local level
  3. Involvement of the private sector to develop approaches for waste leakage reduction along value chains
  4. Implementation of pilot projects in selected municipalities

The latter output aims at effectively showcasing 3R solutions that can reduce the amount of plastic that is leaking into the marine ecosystem through the implementation of two pilot projects in Soc Trang Province in the Mekong Delta. The activities foreseen will, amongst others, include the optimisation of waste segregation through trainings and infrastructural improvements, value creation and market development for recyclates, technology transfer, and behavioural change measures. Involved stakeholders range from local administration and government bodies to private sector actors, and civil society organisations.

For support in the implementation of the pilot projects, the 3RProMar project is looking for a qualified local candidate for the position of:

Duty station: Can Tho City, Vietnam
Duration: ASAP until 30th September 2023

The Project Officer/Technical Waste Management Expert will support the project with technical knowledge and will be responsible for contributing towards the achievement of the project’s contractual targets in Vietnam. He/she will do everything possible to ensure that the country-specific project’s targets are met.

Main responsibilities:

  • Lead the implementation of pilot projects in the Mekong Delta for the reduction of (plastic) waste leakage, and be the driving force for progress together with (pilot) project partners;
  • Provide technical advisory services, coordinate and support the development and implementation of 3R approaches and technologies (e.g. integrated municipal waste management, plastic waste management, plastic recycling, circular economy, marine litter prevention, zero waste, reuse, (plastic) waste reduction along value chains, business models, access to finance, etc.) to the project team, (pilot) project partners and further stakeholders;
  • Ensure active continuous communication and reporting with/to project partners and project team;
  • Build and cultivate networks and partnerships of relevant stakeholders regarding marine litter prevention in the Mekong Delta in general, and the implementation and replication of pilot projects in particular;
  • Create questionnaires, baseline methodology, ensure data collection, and conduct waste flow analysis for pilot projects using GIZ Waste Flow Diagram;
  • Support on survey in capacity development demands by relevant stakeholder, coordinate relevant capacity development formats, study trips, as well as country-specific and regional events/workshops/roundtables in the field of marine litter prevention and represent GIZ at local stakeholder events;
  • Ensure the connection, harmonization and added values between the assigned pilots and other outputs of the 3RproMar project
  • Support the monitoring/evaluation/knowledge management of the project by collecting and adequately distributing information and relevant communication material about the activities;
  • Support other activities in close coordination with the project team at national and regional levels.

Minimum requirements

  • University degree in the fields of waste management, environmental science, biochemical science, mechanical engineering, or a related field;
  • At least 5 years of project management experience in the fields of municipal solid waste management, marine litter prevention or other relevant field;
  • Strong networking capability and good communication skills with stakeholders from the public, private and informal sectors, as well as civil society and international organisations enabling collaboration to achieve joint objectives;
  • Good knowledge of stakeholders, processes and institutional set-up of municipal waste management in the Mekong Delta;
  • Technical knowledge on recycling options/technologies and other 3R approaches for different plastic waste types, integrated municipal waste management, financing models for waste management, circular economy, zero waste approaches;
  • Technical knowledge and experience in designing and conducting baseline studies, data collection and conducting waste flow analyses/waste profiles, and monitoring systems for mismanaged plastic waste;
  • Familiarity with environmental issues in Mekong Delta especially related to municipal (plastic) waste management;
  • Experience with working in international/multicultural work environment;
  • Excellent spoken and written Vietnamese, complete fluency in English (spoken and written);
  • Willingness to travel frequently to project areas;
  • Experience with GIZ is a plus.
