Job Summary: This position will coordinate the implementation of Open Government Partnership(OGP)project

Position Type: Vietnamese national post, full-time (5 working days/week)

Contract duration: 1year with possibility of extension (subject to funding and performance)

Towards Transparency (TT) was established in November 2008 as a Vietnamese non-profit and non-state  consulting  company.  In  March  2009,  TT  became  the  official  National  Contact  of Transparency International (TI) in Vietnam.

Transparency International (TI) is the global civil society organisation working to stop corruption. TI  works  through  National  Chapters,  National  Contacts,  and other  partners  in  more  than  100 countries. Its international secretariat is based in Berlin, Germany. In Vietnam, TT has supported the TI Secretariat in designing and executing the TI Vietnam Programmes 2009-2012, 2013 –2015 and   the   ongoing   strategy   2016-2020.  TI/TT’s  activities  aim  at  contributing  to  effective implementation  of  anti-corruption  policies  and  practice  in  the  public  and  private  sectors  and society towards reducing corruption in the country. TT has received increasing recognition from nationaland international stakeholders as a key civil society actor in promoting transparency and integrity in Vietnam.

For a number of years, TI/TT have spared our advocacy efforts in strengthening anti-corruption legislation  and  enforcement  focusing  on  the  Anti –corruption  Law  and    the  Law  on  Access  to Information so that they are in line with international principles and standards.

From 2014, TI and TT have gradually introduced Open GovernmentPartnership (OGP) in Vietnam to a number of concerned stakeholders from government and non-government agencies. OGP is an   international,   voluntary   effort   to   improve   government   performance,   encourage   civic participation  and  enhance  government  responsiveness  to  people.  It  aims  to  secure  concrete commitments   from   governments   to   promote   transparency,   empower   citizens,   and   fight corruption and harness new technology to strengthen governance.

By  the  end  of  2016,  TT  successfully  conducted  the  first  Feasibility  Study  on  the  prospect  of Vietnam’s participation in OGP, which showed that OGP is highly relevant in Vietnam’s context.  Indeed, elements of the open government model have been practiced for a long time in Vietnam, for   instance  in   building   e-government,   executing   administrative   reform,   passing   the   Anti-corruption  Strategy  2020  and  the  Law  on  Access  to  Information  as  well  as  ratifying  the  United Nations  Convention  on  Anti-corruption-UNCAC.  It  is  foreseen  that  OGP  would  help  Vietnam  to ultimately  improve  governance, civic participation and enhance citizens’ trust in the State to deliver economic and social wellbeing for its citizens. 

Purpose of the position

The position-holder will beresponsible for the overall implementation of the Project “Promoting Open  Government  Partnership  as  an  Innovative  Approach  to  Fighting Corruption  in  Vietnam”. Funded by the Embassy of Finland in Hanoi, this project aims to moveTT’sOGP work into the next phase with an increasedfocus onworking with state agencies to secure their interest in OGP.The project will also therefore focus on progressively advancing multi-stakeholder engagement in the OGP advocacy process in Vietnam, whereby citizens, CSOs, the media and the state will be brought together in a multi-stakeholder coalition to advocate for OGP participation.

Specifically, the position –holder will be the key person to implement the following project interventions approaches that include:

  • Enhance civil society and other stakeholders’ engagement in the OGP process and their advocacy capacity;
  • Increase state interest in OGP participation; and
  • Advocate for anti-corruption secondary legislation to meet OGP criteria.

Position Title: Project Officer, Open Government Partnership

Key Responsibilities

  • Leading  of  the  implementation  of  the  Project “Promoting  Open Government  Partnership  as  an  Innovative  Approach  to  Fighting Corruption in vietnam”. This includes making sure timely delivery of project activities; making bi-annual and annual project reports; managing internal and external project reviews;
  • Supportingto   fundraising   to   sustain   the   project   post-2021 through identifying funding opportunities and providing technical inputs for development of project proposal/s;
  • Primary responsibility for the organizational activities concerning advocacy with special focus on stakeholders from public as well as non-state and media agencies.
  • Networking  and  relationships  management  with  key  concerned stakeholders from Vietnamese government, donor and international agencies and CSOs.

Reporting line: To Executive Director

People management responsibilityYes, a Project Assistant(who will work 30% of her/histime for the above OGP project).

Budget management responsibility: Yes. The  position-holder  will  be  responsible  for  the  management  of  project budget.

Job Status: Full time: 5 working days/week (40 hours).

Job Requirements

Skills and requirements:

  • Post-graduate or university degree in Political sciences, Public Policy or other relevant field;
  • At least 5 years of work experience in relevant fields such as governance, public administration reform, preferably in NGO environment or donor-funded programmes/projects; Prior experience working in one of the OGP’s four eligibility criteria will be a plus.
  • Demonstrable track record of accomplishments in policy and advocacy work;
  • Proven knowledge and insights on governance challenges facing Vietnam; Having knowledge on OGP is a big advantage;
  • Excellent skills and proven experiences in multi-stakeholderscoordination with a wide range of stakeholders from government, donor, media and CSOs actors;
  • Strong communication, networking, facilitation and presentation skills;
  • Ability to engage and persuade others;
  • Excellent Vietnamese and English skills (written and oral);
  • Proficiency  in  standard  office  software  packages,  especially  MS Excel, Word and Powerpoint is required;
  • Research and analysis experience (desired);
  • Project management experience (required);
  • International experience (desired); and
  • Ability to travel, including international travel.

Annual Gross Salary package: 300,000,000 VND -350,000,000 VND depending on experience and qualification.

The package offered:

  • inclusive of Social Insurance, Health Insurance and Unemployment Insurance contributed as well as personal income tax (PIT) paid by the employee;
  • exclusive of Social Insurance, Health Insurance and Unemployment Insurance contributed by the employer.
