Project Officer in Natural Resource Management

We are looking for an experienced and dynamic Vietnamese citizen/person to fill the following position:

PROJECT OFFICER IN NATURAL RESOURCE MANAGEMENT

The post is an one year contract with three months probation. Possibility of contract extension according to funding.
A full time position based in Hanoi with regular field trips 

The Role:     The PO will be responsible to work closely with project partners in the provinces based on project implementation plan, financial guidelines, progress reports and quarterly plans.

Report to: Integrated Resource Management Advisor and Country Manager 

KEY RESPONSIBILITIES
- Have a close follow-up with the partners on project activities implementation;
- Insure project implementation is done timely and with quality requirement;
- Coordinate with partners both at national and provincial level for field trip logistic/admin (e.g. training, workshop, mission trip, coordinate with consultants…)
- Provide support and guidance to project partners in carrying out financial management and administrative procedures, including checking invoices and partners’ reports to be in line with OQC financial procedures;
- Support partners in report writing and provide qualitative inputs;
- Writing activity report and progress report with international volunteers;
- Together with MEL Advisor, support partners to develop innovative projects proposals, including budget project proposal, sustainability strategy and annual planning using Result Based Management;
- Monitor partners expenditures and quarterly and final financial reports;
- Work closely with partners to ensure transparency and good governance mechanisms are well implemented;
- Together with OQC team, provide technical input to the partners for better impact of the project in the field of sustainable agriculture, climate change adaptation and natural resource management;
- In collaboration with international volunteers, insure cross-cutting issues such as gender, climate change, right base approach are well integrated in project implementation and partners have their capacities build on these aspects;
- Provide high level and quality translation and interpretation when necessary;
- Represent the program in the mentioned provinces and ensure good relationships with provincial authorities, government agencies, partners, donors and other stakeholders;

SKILLS AND COMPETENCE

Job Specific Competencies
- Bachelor degree in social science, rural development, international studies or related field;
- 3 years of relevant experience with NGOs or government dealing with poverty reduction, and rural development;
- 2 years of proven experience in project implementation working through partners;
- Professional skills in oral and written English and Vietnamese;
- Ability to work with Windows Office applications and efficient use of internet;
- Experience with liaising with different range of partners, with local authorities at all levels and other NGOs;
- Good understanding of development issues and gender issues;
- Knowledge of gender mainstreaming and sensitive to ethnicity;
- Knowledge of Result Based Management and project management using MEL system.

- Strong interpersonal skills with demonstrated ability to work effectively with people from different social background and culture;

Gross Annual Salary Range: 7,800 USD – 8,442 USD depending on qualification and experience
