Position: Project officer

General information

Vietnam Initiative Institute (VNI) seeks applications for a long term, full time Project Officer for the USAID-funded Vietnam Leads project. Vietnam Leads is a three-year project aiming at improving professional development opportunities for provincial leaders.

Vietnam Initiative Institute (VNI) is the implementing partner of Indiana University (IU) in the project. VNI is a global hub for research and training in development policy for Vietnam. VNI’s mandate is to carry out initiatives in public administrative, economics and policy, and to provide research and capacity building to public sector in Vietnam in order to facilitate economic growth and social advancement. From 2016 to 2019, it initiated and ran Equitable Healthcare through Patient Satisfaction Index (PSI) project funded by Oxfam. In this project, VNI developed new PSI to measure service quality of public hospitals, conducted researches, training workshops and put forward policy recommendations on public healthcare. VNI is also managing projects funded by the World Bank and the Australian Embassy in Vietnam to conduct researches on digital government and develop innovative tools and solutions.

Purpose

This role is an integral part of our busy team of experienced researchers, analysts and more senior professionals and consultants within the public administration, development and market research fields. 

The role requires strong coordinating skills and proactiveness.

Roles and Responsibilities

This position shall assist the executive team and project managers in developing and implementing research, capacity building and consulting projects with the following roles and responsibilities: 

  • Support the Project Manager in planning, budgeting, implementation and monitoring of the project activities;
  • Keep track of the project operational performance and ensure project activities are within assigned budgets, identify problems and suggests corrective actions;
  • Oversee consultant contracts assuring timely submission outputs and assurance of and assure logistical support to the organization and consultants;
  • Participate in building and developing relations with provincial authorities and other partners in the public sector to carry out project activities;
  • Assist research and consulting activities including but not limited to: conducting desk research, gathering information, performing basic analysis, gathering research products from experts and researchers, organizing meetings, keeping track of activities;
  • In collaboration with project team members, responsible experts and partners, organize events, workshops, meetings, forums;
  • Provide other administrative and logistics support required for the successful implementation of project activities (drafting contracts, project file management…);
  • Other related tasks as assigned.

Required professional and education qualifications:

  • Has sound knowledge of project management tools and utilizes these regularly in work and assignments;
  • Strong ability to establish, build and maintain effective working relationships with project staff and clients;
  • Good analytical and problem-solving abilities;
  • Listens effectively and communicates clearly;
  • Responsible, professional, collaborative and active working attitude;
  • Strong organizational skills and attention to details;
  • Ability to work under high pressure and independently;
  • A minimum of 2-year experience in project coordination or management, research;
  • University degree, preferably development studies, economics, related field or/and management;
  • Proficient in English.
