RECRUITMENT INFORMATION FOR THE GLOBAL FUND PROJECT

“The Global Fund Project for Fighting HIV/AIDS” for the period 2018-2020 is funded by The Global Fund to Fight AIDS, Tuberculosis and Malaria/ Global Fund to Fight AIDS and implemented by the civil society component of the Vietnam Union of Science and Technology Associations (VUSTA). The Institut for Social Development Studies is assigned to implement the project in Hanoi, Hai Duong, Nam Dinh, Vinh Phuc, Thai Nguyen and established the Global Fund Project Department for this purpose.

The ISDS Global Fund Project Department is looking for 01 project officer for the period from December 2018 to December 2020 (extendable for the next project if results are well evaluated).

Mission:

The project officer are primarily responsible for coordinating, managing and monitoring the implementation of project activies in Hanoi and Thai Nguyen. The project officer will be responsible for the following tasks:

  • On behalf of The ISDS Global Fund Project Department, contact local partners and community institutions/self-reliant groups to promote the implementation of the project according to plan;
  • Support the project coordinator in negotiating and signing of contracts with implementing partners in Hanoi, and ensure the compliance of the contracts.
  • Plan to monitor and supervise the performance of implementing organizations;
  • Closely cooperate with partners to ensure the progress and effectiveness of the activities;
  • Coordinate and monitor the activities of implementing partners in the implementing sites;
  • Organize monitoring and supporting activities for implementing partners according to set plan;
  • Timely guide and support implementing partners in the progress of project implementation by training, providing service for the objects, mobilizing human resources and managing funding.
    Timely guide and support for local partners in solving problems and difficulties occurred during the progress of project implementation in the province under their responsibility.
  • Monitor and motivate local partners to timely submit progress report. Summerize the reports by implementing partners and make reports on results and progress of project implementation in the province under their responsibility according to the requirements and deadlines set by the ISDS Global Fund Project Department.
  • Timely report difficulties, challenges or problems occurred during the project implementation to the Project Coordinator.
  • Directly report to the Regional Project Coordinator.
  • Participate in regular briefings and progress reports with the ISDS Global Fund Project Department.

Requirements:

  • Graduated in social sciences and humanities fields, specalizing in sociology, demography, psychology, health/public health, or social work;
  • Experience in HIV prevention projects, particularly in working with community groups and vulnerable groups (eg. PLHIV, women, children infected by HIV, drug addicts, sex workers, men who have sex with men, transgender people)
  • Experience in working with/supporting social organizations (national NGO, community organizations)
  • Ability to work independently, set initiatives and manage multiple activities at the same time;
  • Ability to go on a business trip when required;
  • Good teamwork skills and high adaptability skills in a pressure environment;
  • Ability to communicate technical issues effectively and convincingly;
  • Ability to impact knowledge through training and coaching;
  • Ability to manage multiple project activities effectively, with good problem analyzing and solving skills;
  • Ablity to promote collaborative relationships between organizations;
  • High sense of responsibility for the assigned tasks;
  • Good writing and presentation skills;
  • Fluent English reading and communicating skills;
  • Experience in working with relevant computer software such as data management program, WORD, EXCEL.
