Loreto Vietnam (formerly known as Loreto Vietnam Australia program (LVAP), and Loreto Kids Charity (LKC)) is a registered international non-government organization (INGO) in Vietnam (Permit Number: 15/CNV-VPDA) dedicated to the reduction of poverty through beneficial, qualitative and responsive educational opportunities for underprivileged and disabled students. Since 1997, Loreto Vietnam has reached out to over 60,000 children through our projects; giving them support in various forms to foster an encouraging learning environment. Our staff are comprised of a dedicated, small team based in Ho Chi Minh City, Vietnam.

  1. Position

The Project Officer works under the guidance and supervision of the Project Manager to implement the planning, development, implementation, monitoring and evaluation of project activities. This includes responsibilities for technical (where appropriate), financial and administrative aspects of the projects, consulting with local partners, and requires frequent travel to the project area/s.

  1. Major Responsibilities:

  • Support the Project Manager in the identification of appropriate potential projects and develop project plans, timelines and budgets.
  • Assist in the development of an annual work plan and budget, and manage project accounting and budget requirements.
  • Work with project team members and project partners to identify and manage risk and potential issues and challenges.
  • Assist to develop strategies for the effective implementation of work plan activities.
  • Support the implementation of projects in coordination with Project Manager and Project and Administrative Assistant
    • Liaising with project team members, project manager, local partners and advisors as required.
    • Meet regularly with the project manager to provide clear communication on project progress and implementation, and completion of project tasks.
    • Support the Project Manager in the collaboration with government and local partners, beneficiaries for project design, implementation, and monitoring.
    • Monitoring the projects to ensure appropriate and timely progress on implementation of project plans: issues, risks, impacts and assessments.
    • Providing technical assistance (where appropriate) in relation to the project
    • Support the implementation of administrative and financial procedures within required timeframes.
    • Organise and participate in project/ field visits to monitor project progress.
    • Coordinate and implement short-term projects including bicycle and school pack distributions, excursions, exchanges, fairs, exhibitions, and long-term projects including construction projects, equipment supplies, training and workshops.  
    • Participate in the evaluation processes of the project and ensure that evidence is gathered and milestones met.
    • Support the delivery of project milestones, including annual work plan/s, as negotiated with Executive Director and donor/s (as appropriate).
    • Conducting project appraisal visits to evaluate the effectiveness of projects.
    • Support the Project Manager to meet reporting requirements for government agencies, donors and Loreto Advisory Board, as required.
    • Preparing project related documents, including proposals, reports, project updates, project documentation, speeches, letters, where required.
    • Supervising volunteers as required.
    • Updating project database
    • Supporting PACCOM reports and HUFO reports as required
    • Representing Loreto Vietnam at working groups and organisational forums, as appropriate and/or required.
  1. Requirements and qualifications

4.1 Essential

  • A University degree in community development, social development or related field.
  • Excellent written and spoken English and Vietnamese language skills.
  • A minimum of 3 years project experience
  • Experience within the INGO context and in working with provincial, district partners, and/or local communities
  • Ability to analyse information, evaluate options and to work strategically.
  • Excellent interpersonal, communication and presentation skills and ability to work effectively in a team.
  • Demonstrated IT skills
  • Demonstrated writing and presentation skills (official letters, minutes, reports, donor reports)
  • Ability to be flexible and respond professionally within different contexts.
  • Demonstrated organizational skills and ability to respond to tight timeframes or deadlines.

4.2 Desirable

  • Experience in financial management and reporting.
  • There are work and travel obligations associated with the work of Loreto and this position that may include weekends and/ or evenings as required.
