Project Manager, Mekong Delta Coastal Project

BACKGROUND

This is a local recruitment. Only Vietnamese nationals, individuals with residence status or the appropriate employment visa for Viet Nam are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Viet Nam. This position will be based in Ho Chi Minh City with frequent travel to project field sites.

JOB DESCRIPTION

Working under the overall direction of COP and DCOP, the Project Manager will manage delivery of all 4 Components of the 3 year project ‘Mekong Delta Coastal Project’. Component 1 intervenes in Phu Quoc MPA. Component 2 intervenes on the four island clusters in the West Sea that lie outside the MPA. Component 3 will test solutions to the coastal squeeze and mangrove conservation. Component 4 will complete a series of special or cross-cutting studies to strengthen the analytical basis for the other three components.

With funding and support from USAID, the project aims to mitigate threats to coastal biodiversity and fisheries and enhance coastal resilience in the Mekong Delta. The project will do so by working with businesses, provincial governments, management boards, and fishing communities to test and build on new policy and financing opportunities. Geographically, the project focuses on the delta’s lowest lying and most vulnerable coastlines along the East and West Seas and on Phu Quoc, the only MPA that is ecologically connected to the delta, as well as four small island clusters in the West Sea.

Project Implementation, Management and Administration

Be accountable for the day-to-day management and delivery of project activities

• Ensure that the project delivers its activities on time and within budget in accordance with the workplan and budget
• Ensure cooperation agreements with provincial partners are in place
• Coordinate project activities with project partners including ministry, provincial and local government agencies, MPA management, business stakeholders/partners, local communities, and project consultants
• Coordinate IUCN’s project activities with project activities being implemented by WWF
• Supervision and performance management of 2 Field Officers
• Hiring and supervision of project consultants
• Ensuring project activities comply with USAID contractual requirements regarding procurement, social and environmental impacts, fraud and ethics standards, etc.

Project planning, monitoring, evaluation and reporting

• Prepare monthly activity progress reports
• Assist the COP/DCOP to prepare the bi-annual and annual donor reports
• Assist the COP/DCOP to develop the Annual Workplan and update the Monitoring Evaluation and Learning Plan
• Ensure participation of project partners in the development of the AW and MELP
• Ensure that MELP activities including data gathering, surveys, learning workshops, etc. are carried out as planned

Communications and knowledge management

• Ensure the delivery of high quality knowledge products
• Work with Communications Officer to ensure that all project activities and knowledge products follow the project branding strategy and marketing plan
• Work with the Communications Officer to produce regular communications materials from project activities such as web stories, briefs, etc.

REQUIREMENTS

• Master’s degree in biology, marine environment, environmental science, or other relevant fields;
• At least 10 years of proven experience in project management, team coordinating and strong technical field survey experiences;
• Strong network relationship with scientific institutes;
• Knowledge in marine conservation, biology and habitats, including marine protected area establishment and implementation, mangrove management, and aquaculture;
• Good communication and engagement skills, and demonstrated ability to facilitate strategic conversations within a multi-stakeholder environment;
• Demonstrated ability in maintaining databases, archiving of documents and minutes according to internal procedures;
• Demonstrated ability to work both independently as well as part of team.
• Fluency in both Vietnamese and English, with a strong emphasis on written communications;
• Be self-motivated, detail-oriented, and an organized thinker with the ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines;
• Proficient in Microsoft Office applications: Word, Excel (Pilot table), Power Point; statistical skills in writing reports (SPSS, Minitab, Excel); Mapping software;
• Advanced skills in using drones (UAV) for mapping habitats and SCUBA Diving for underwater survey.
