Using market based approaches, SNV is committed to reducing poverty by catalysing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation. Within the Agriculture Sector SNV works on seven themes, one of which is Climate Change under which it implements a “Climate, Business and Landscapes” product. With this product SNV aims to sustainably increase agricultural productivity and smallholder incomes, build resilience to climate change and reduce greenhouse gas emissions.

Under the Climate, Business and Landscapes Program SNV Vietnam has recently been selected by ECODIT as the service provider to provide capacity building for Quang Nam and Thua Thien Hue province under the USAID Green Annamites project.

The USAID Green Annamites project supports Vietnam’s transition to climate-smart, low emission, and resilient development that protects people, landscapes, and biodiversity in Quang Nam (QN) and Thua Thien Hue (TTH) provinces with three main components:

  • Increased application of low emission land use: conserve the existing carbon sink; stop emission from small scale deforestation and degradation, and unsustainable agricultural practices; and increase carbon sequestration from restoration of degraded landscapes.
  • Strengthen biodiversity conservation: mitigate threats to the globally significant biodiversity in central Vietnam, including poaching and activities that destroy habitats for wildlife and cause habitat fragmentation (e.g., deforestation, forest degradation, and conversion of natural forest into plantation).
  • Increase resilience for vulnerable communities: ensure that results of activities supported under the two other components are not affected by climate change impacts. Build resilience for vulnerable communities particularly in regards to their livelihoods.

A Project Manager is needed in order to manage all Work Orders that will be assigned to SNV under their Agreement with ECODIT.

Purpose of the Job:

The Training Co-ordinator is responsible for the overall management and implementation of all capacity development activities under the ECODIT IQS contract and the development of new Work Order plans and budgets when the Work Order requests are released by ECODIT. Working closely with and under the direction of the IQS Coordinator, the Training Coordinator will lead and manage the planning, inception, implementation, closing and workforce of the project within the scope, budget and timeline as set out in the IQS and Work Order contracts, and in line with SNV standards, SNV’s approach to Project Management and donor regulations in order to achieve high quality and timely the agreed results and deliverables of the project.

Roles and responsibilities include but are not limited to:

Design and set up of Work Orders

Upon the release of new Work Orders by ECODIT, organise the response within the timeframes set out in the Work Order request. Ensure narrative and budget proposals are developed, in close co-ordination with the IQS Co-ordinator and SNV USA BD team, and submitted on time. This will include the development of detailed TORs for all team members. Take part in handover from the SNV USA BD Team, set up and communicate all administrative, accounting and planning structures and procedures for the work order (e.g. PAM, ITO, FCR) and initiate implementation of the project implementation plan, as per the SNV project management procedures, relevant SNV structures and procedures, accounting principles and donor requirements and contract.

Leadership and Management

Lead, manage relationships and motivate the consultants, partners and relevant stakeholders, plan and assign deliverables and activities, review their progress and address deviations in terms of timelines and quality, based on project planning, agreed deliverables and budget. Coordinate the organization of training workshops and study tours, participate in field visits if necessary, provide backstopping support to ensure quality delivery of outputs to the donor. Manage project closure and evaluation process including hand-over of complete and up-to-date project file to Sector Leader, Country Director and Business Development unit based on project management procedures.

Contract Management & Project Accounting

Manage and account for full compliance of administrative, finance and HR (consultant procurement and management) components of the Work Orders with SNV internal procedures and requirements specified in the contracts signed with the donor. Ensure that approval for, coding and booking of all expenditures is done according to the relevant procedures and authorization levels, prepare and account for project budget (and revisions thereof) internally and externally and manage/ report on depletion and forecasting, corrective actions and financial security and/or risk (mitigation), discuss and obtain approval of SNV USA and ECODIT for contract / budget deviations.

Management of Consultants & Team Leadership

Plan and manage consultant workflow by working closely with the IQS Co-ordinator to plan personnel needs of the Work Orders. Develop detailed TORs for all consultant, support in recruitment & selection according to SNV procurement guidelines. Manage the work plans and quality of consultants and steer their performance, in line with SNV procurement policy, and in consultation with the IQS Co-ordinator and/or Country Director when needed.

Monitoring, Evaluation and Reporting

Formulate and implement M&E plan and reporting for project, including risk monitoring and reporting on changes, deviations and taking corrective / mitigation actions if needed to keep project on track in line with project management standards, M&E framework and donor reporting requirements. Prepare reports for submission to SNV USA/ USAID Green Annamites.

Knowledge, documentation and communication

Ensure full synthesis, analysis and documentation and sharing of project insights and results, signal potential for positioning, innovation, upscaling and potential follow up projects. Network and Relationship building Build and maintain effective relationships, with team, external partners and ECODIT. Ensure a high level of SNV visibility and branding according to donor guidelines where possible working with and drawing on available communication support. Identify follow up Business Development and partnership possibilities with country management and BD unit.

Other tasks as required by Country Director

Candidate profile

  • Master’s degree in forestry, natural resource management or project management
  • At least 7 years’ experience working in forestry or natural resource management, preferably related to training or capacity building

  • Planning skills
  • Deep knowledge of project management, coordination procedures, administrative systems, M&E systems and finance processes
  • Experience in managing consultants
  • Excellent interpersonal skills and team spirit towards work
  • Excellent communication skills in English and Vietnamese, both spoken and written
  • Excellent computer literacy

Contract duration: one year with possibility of extension
