German Red Cross (GRC) is part of the world wide Red Cross and Red Crescent Movement. As a humanitarian organization, GRC assists victims of conflict and disaster as well as people affected by social or health related crisis. The Red Cross Movement provides assistance to vulnerable people without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.

In Vietnam GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation, and Capacity Building. The GRC is currently looking for highly motivated Project Manager who will support the cooperation with the Vietnam Red Cross (VNRC) for a new project in Forecast Based Financing. With this new project the GRC is taking disaster relief into a new era: away from pure reaction and towards anticipation.  This 32 months project aims at reducing heat-waves impacts in urban areas of Vietnam through the development of forecast based financing standard early actions for anticipatory humanitarian actions.

Project Background
Forecast-based Financing (FbF) is a mechanism that uses climate and weather forecasts to trigger timely humanitarian action, before a hazard hits the exposed population. These actions are automatically funded when the triggering forecast is released. This mechanism has been progressively developed by the GRC and other stakeholders since 2008. Several pilot projects are ongoing, which are contributing to build evidence about the potential to transform the current humanitarian system. Lessons, best practices and recommendations from these projects are the base for the development of a solid Forecast-based Financing knowledge management strategy. The implementation of the FBF concept enters in its second phase and includes now Vietnam.

The second phase aims at building more evidences. Thus, a comprehensive strategy for Monitoring, Evaluation, Accountability and Learning (MEAL) is the cornerstone to build knowledge and evidence about the Forecast-based Financing concept. It enables a systematic learning process which is crucial not only for the effective implementation of specific interventions but also to scale up from localized pilot projects towards national or regional wide interventions.  

ROLES and RESPONSIBILITIES

PROJECT MANGEMENT:

  • Steer the project implementation
  • Ensure the management of all planned activities of the Project in agreement with the GRC Head of Project Office and the leading project staff from the Vietnam Red Cross (VNRC) Headquarters.
  • Together with VNRC HQ prepare detailed work plans, ToR and budget for all project activities and support VNRC in the timely implementation;
  • Support the institutionalization of quarterly review and planning meetings with VNRC and the quarterly budget revision/development. This includes providing support to the VNRC in monthly, quarterly and annual planning, implementation and reporting
  • Support capacity building and provide on-the-job training for Project Staff on management and technical issues
  • Provide technical support to VNRC and other stakeholders
  • Ensure compliance to GRC and donor procedures and standards
  • Promote transparency and accountability through all stages of the project

COMMUNICATION AND LIASING

  • Liaise with relevant partners (RC/RC, governmental and non-governmental, scientists) in the sector of DRR/CCA/health at national and international levels, and compile and share knowledge and information
  • Promote the integration of FBF approach and project into the government planning and strategy
  • Ensure the visibility of the GRC at all times and represent the GRC in technical seminars/ workshops in the absence of Head of Project Office
  • Support the GRC Office in Hanoi in the wider framework of FBF and DRR/CCA

Position Requirements

Education

Master’s degree or equivalent experience in a relevant field, e.g. Disaster Risk Management, Climate Change Adaptation, Environmental Sciences, Health sciences

At least trained in one of the following topics:  Climate Risk Assessment; Early Warning Early Action concept, Urban Resilience, Risk Mapping

Experience

Minimum 5 years of experience in working in the field of DRR/CCA, emergency relief, health with state institutions, provincial authorities, none governmental organisations, and international development assistance organisations

Minimum 2 years of experience in managing DRR/CCA, emergency relief, health projects with international NGOs or UN agencies

Proven experience in Project Cycle Management including budget management, planning, monitoring, reporting

Experience in capacity building, identifying needs, organizing and delivering training courses and workshops, and developing tools

x

 

Experience of working for the Red Cross/Red Crescent

Experience in managing external consultants

Knowledge and Skills
