Job Description

Job Title:     Project Manager - Trafficking Awareness and Prevention Project
Location:    Hanoi
Department:     Projects
Reports To:     Protection Program Manager
Contract length: 12 months (renewable)

The role:  The Project Manager is responsible for planning, monitoring, evaluating and overseeing the execution of the project activities, to bring about the successful completion of specific goals and outcomes of the Trafficking Awareness and Prevention Project.   Responsibilities include assisting the Program Manager with: program development and expansion to address human trafficking and child protection issues, overseeing the implementation and management of the project (including budgets), reporting and communications, oversee field staff, and work closely with government counterparts and other non-governmental organizations (NGOs).

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Project Implementation and Management (under the guidance and supervision of the Protection Program Manager):
    • Closely monitor the execution of project plans and the implementation of all activities
    • Handle project budgets ensuring the budgets are spent appropriately, according to donor requirements and within what was allocated
    • Role out monitoring and evaluation plans based on project proposals and goals
    • Oversee and monitor the implementation of staff work plans and resource allocation ensuring project outputs on a continual basis
    • Conduct regular monitoring field visits (approximately 20% of time) to provide support to field staff and address programmatic challenges
    • Work closely with government counterparts and other relevant local and international NGOs.
  • Planning & Reporting:
    • Submit monthly internal qualitative and quantitative reports to the Protection Program Manager on the progress of projects
    • Assist the Program Manager to complete quarterly, semi-annual and annual reports ensuring compliance with donor requirements
    • Work closely alongside the Program Manager and meet at least once bi-weekly for supervision
  • Supporting (Protection Program Manager with programming development and expansion):
    • Contribute to the development of project proposals and budgets in line with Samaritan’s Purse international guidelines
    • Contribute to the development of programming strategy to address human trafficking and child protection issues in Vietnam through secondary research, surveys, and needs assessments
    • Contribute to exploring external funding opportunities and develop grants proposals with the Protection Program Manager
  • Others:
    • Maintain behavior/conduct in line with Samaritan’s Purse values and mission statement to colleagues, vendors, charitable beneficiaries, and the general public.
    • Other duties as assigned

QUALIFICATIONS AND MINIMUM REQUIREMENTS:

The requirements listed below are representative of the knowledge, skill, and/or ability required. 

1. Social Work/International Development Studies degree or related degree
2. A minimum 3-5 years related international work experience, or equivalent combination of education and experience 
3. Proven experience in implementing initiatives relating to child welfare, gender issues, safe migration and/or human trafficking are preferably
4. Commitment to and understanding of human trafficking and children rights
5. Excellent planning, time management and organizational skills
6. Excellent analytical, monitoring and evaluation skills
7. Proven management and leadership experience.
8. Strong staff capacity building and coaching skills
9. Excellent communication skills of written and spoken English
10. Ability to travel to field sites to carry out regular monitoring and evaluation visits and project activities
11. Works well in a diverse team and a pressured environment
12. Flexibility and adaptability
13. Cheerful, diplomatic, encourager, concern for the well-being of the team
14. Excellent cross-cultural communication skills
15. Ability to communicate and interact well with people of different educational, linguistic, cultural and socio-economic backgrounds
16. Ability to coordinate activities with other agencies, build and maintain positive working relationships
