Background

The Vietnamese government and the European Union are in a negotiation process for the Voluntary Partnership Agreements (VPA) in Forest Law Enforcement, Governance and Trade (FLEGT). Supporting from Civil Society Organizations (CSOs) has been seen as very important to make the FLEGT/VPA smoothly implemented.

In order to assist the CSOs to have enough capacity in involving the process of FLEGT/VPA, ICCO cooperation is about to launch a 3 years project titled “Enhancing capacity of Central Vietnam VNGO-FLEGT Network in participating in FLEGT-VPA processes in Vietnam”. The project aims to strengthen the capacity of Vietnamese NGOs, especially those in Central Vietnam, to influence the EU-VN FLEGT VPA participatory process. The rationale behind the project is that by increasing the capacity of CSOs and CBOs, in FLEGT, the EU-VN FLEGT/VPA programme will be more inclusive and sustainable implemented. The project consists of the following results:

A. Awareness and capacity:

1. Strengthened VNGO-FLEGT organisational members, 170 local CSOs and CBOs, small wood producers and local people on EU-VN FLEGT/VPA/TLA processes and instruments.
2. One policy paper on EU-VN FLEGT/VPA processes that represents voices of forest dependent communities and small wood producers.
3. CSOs/CBOs have improved awareness and skills to advocate on forest governance and timber trading.
4. Implementation of FLEGT on timber origin certifying; law and livelihood respected timber logging and forest plantation; VPA respected timber trading.
5. Community-based forest governance models in support of FLEGT/VPA are documented and shared. 

B. Participatory mechanism and advocacy:

1. A local network of forest dependent communities established to support consultation processes/ multi-stakeholder processes in Central region.
2. Lessons learned on good forest governance will be identified, documented and disseminated.

The project will start from April 1, 2014 and will end in March 30, 2017. Focused areas will be Quang Nam, Thua Thien Hue, Quang Tri, and Quang Binh provinces.

The position and responsibilities

ICCO cooperation is looking for a full time project manager to manage the implementation of the project. Generally, the project manager will be, on behalf of ICCO cooperation, fully responsible for daily management, coordination and implementation of the project activities, and reports directly to the ICCO program officer Vietnam. In the meantime, she/he will do direct supervision of the project staff to ensure the project activities are implemented as designed and planned. She/he also directly engages in designing and implementing training, research, communication, advocacy, consultation activities, and selecting consultants for the activities needed. Main responsibilities of the manager are, but not limit, as follows:

1.Daily management, coordination and implementation of the project activities.
2.Preparing narrative reports of the project.
3.Daily supervision of project staff (two project officers and one admin cum accountant).
4.Together with project staff, directly support and monitor the key partner organizations in implementing the project activities assigned to them.
5.Together with the key partner organizations, developing TOR for and selecting consultants for the project activities.
6.Providing feedback to comments and inquiries from EU.
7.Providing inputs, comments to work results produced by consultants such as training manual, research reports, television programs.
8.On time response to Program Officer Vietnam of ICCO cooperation for the issues related to the project.

Selection criteria as follows:

Requiried criterias
1.Master graduation from abroad on social development or relevant fields.
2.At least 2 years experienced working as a project manager or 3 years for project coordinator.
3.Fluence in speaking, writing, and listening English.
4.Understanding about FLEGT, especially the current context of the FLEGT in Vietnam.

Prioritized criterias
1.Background or experienced in social forestry
2.Good at communication and presentation skills
3.Experienced in research
4.Experienced in project report writing
5.Experienced with EU project

Working base
The position will be based in Hue with regular travel to project focus areas or related work places.

Salary
The position will be paid with 1000 EUR gross per month (including insurances, taxes), for 12 months per year.

Contract duration
Although the project is 3 years duration, the contract will be one year with possibility of renewal.
