The Project Manager position has been created to assist in the development and implementation of the Vietnam Optometry Development Project.

This position will be funded by The International Centre for Eyecare Education (ICEE). ICEE, an international NGO registered in Vietnam, is collaborating with local institutions and partners in the Vietnam Optometry Development Project to develop the first optometry training course in Vietnam, to be based Ho Chi Minh City.

Job Purpose

Optometry is a health care profession concerned with eyes and related structures, as well as vision, visual systems, and vision information processing in humans. Optometrists are the autonomous primary eye care practitioners. Their main purpose is to perform refraction and to prescribe and dispense visual aids, detect, diagnose and manage diseases of the eye, and rehabilitation of conditions affecting the visual system.

The purpose of the Job is to directly manage and be responsible for the day-to day operations of the project, to ensure the project is run in a smooth and efficient manner with project deadlines and outcome measures as chief consideration.

Job Goal

In collaboration with the Project Steering Committee and ICEE actively contribute to the project strategic plan and the implementation of the set objectives.

Be a liaison with key stakeholders i.e, Pham Ngoc Thach Medical University (PNTU) /Ho Chi Minh City Eye Hospital (HCMCEH) /Ministry of Education & Training/Ministry of Health Vietnam to identify policies and systems relevant to the programme and of potential value to capacity development at Pham Ngoc Thach Medical University, including existing Training Department and other departments.

Duties and Responsibilities

- Oversee the coordination and administration aspects of the project including planning, organising, leading, and controlling project activities.
- Ensure the overall efficient and effective co-ordination of the project by planning project activities and providing continuous direct leaderships and support to the project team.
- Develop an annual budget and operating plan to support the project activities.
- Ensure that project activities operate within approved policies and procedures.
- Contributes where possible and appropriate to the general business of the Optometry Training Centre and/or Optometry Department
- Ensure financial and project reports as well as supporting documentation for funders and relevant stakeholders are prepared as required.
- Identify and evaluate the risks associated with project activities and take appropriate action to control the risks.
- Monitor the project activities on a regular basis and conduct an annual evaluation according to the project evaluation framework.
- Liaise with academic and administrative staff of the institutions involved.
- Liaise with Vietnamese government officials as required to ensure project goal delivery.
- Serve as an ambassador for the project to all relevant parties e.g. aid organizations, educational authorities, community groups etc.
- Attend national/international conferences and events relevant to and potentially of benefit to the project.
- Performs other duties of a similar nature or level.

Selection Criteria

- University degree in related field. Further training in development, project management and/or public health or education is an advantage.
- At least 3 years project facilitation and management experience in an international NGO and/or government national health program context.
- Good understanding of development and issues related to the management of development projects in the Vietnamese context.
- Vietnamese citizen
