To achieve impact, PATH Viet Nam works across the public and private sectors and focuses on sustainable, system-level changes.

PATH will be implementing the project called “Communities for Healthy Hearts Plus” to collaborate with the health authorities, local stakeholders (both health and non-health sectors) to design a comprehensive approach toward cardio-vascular disease (CVD) risk reduction in the HCMC population, leveraging data and frontier technologies and integrated in both the PHC system and community settings that are sustainable and scalable.

PATH is seeking a Project Director based in HCMC to take the lead in the direction, management and implementation of the “Communities for Healthy Hearts Plus” project. The Project Director will report to the Program Director, Primary Health Care (PHC) and work closely with PATH project team and in collaboration with relevant partners to execute high quality direction and management of programming implementation.

Under the guidance and supervision of the PHC Program Director, specific responsibilities include:

  • Provide technical leadership for the planning, development, implementation, support supervision, monitoring and evaluation of project activities.
  • Participate in providing technical inputs for development of innovative CVD intervention/models, guidelines and standardization of training materials.
  • Supervise project staff and collaborate with PADM to ensure that administrative and financial procedures effectively facilitate and support project roll out in a timely manner; sub agreements and sub-contracts are developed and approved in a timely manner; consultant contracts are approved in a timely manner; and, financial management is compliant with donor and PATH regulations and monitor expenditure trends.
  • Oversee the monitoring and evaluation of the project to ensure that evidence is gathered and milestones are met.
  • Work with staff and project partners including Ministry of Health (GDPM, EHA), HCMC Public Health Department (PHD), mClinica, the Swiss Tropical and Public Health Institute to identify issues/challenges and develop strategies for effective implementation of work plan activities and assessments.
  • Engage and collaborate with health officials, implementing partners in Ho Chi Minh City for project design, implementation, and monitoring.
  • Serve as the point person for engagement with community-based, government and private sector stakeholders.
  • Represent PATH on working groups and task forces (such as coordinate the Project Steering Committee and Technical Working Group) as appropriate, and maintain contacts with other organizations engaged in CVD risk reduction activities.
  • Represent PATH on meetings and communication and maintain contacts with local key stakeholders and implementing partner and other organizations in HCMC
  • Link to PATH’s Vietnam and Global team for technical oversight and guidance for project implementation and inputs to ensure the CVD global and local best practices to be applied for the project.
  • Perform other tasks as required.

Required skills and experience:

  • Medical education, public health, and/or public health informatics professional with advanced degree or relevant background.
  • A minimum of 5 years working experience in non-communicable diseases (NCDs), cardio-vascular disease (CVDs), public health informatics, or other relevant health promotion topics.
  • Understanding of the Vietnam health system and implementation of health programs, especially on in both healthcare and education settings.
  • Understanding of database, M&E and data quality and use approaches and digital health in Vietnam context preferred.
  • Demonstrated knowledge and skills of technical IT, especially frontier technology.
  • Experience working effectively with local health authorities in HCMC, and non-health counterparts, and experience in community mobilization and stakeholder’s engagement (both health and non-health players).
  • Proven interpersonal skills and ability to work effectively in a multicultural team and partners.
  • Excellent written and spoken English is required.
