PATH seeks a Project Director in Vietnam to manage and monitor all aspects of a new, 3-year project aimed at reducing hypertension-related morbidity and mortality in Vietnam. The Project Director will work closely with national, regional and provincial counterparts and the private sector to oversee and implement the day-to-day activities of the project. This position will be based in Ho Chi Minh City and is contingent upon funding.

Under the guidance, supervision and direction of the Vietnam Program Team Leader, specific responsibilities include:

Project Leadership, Management and Oversight

  • Serve as Project Manager for the project, including leading planning, development, implementation, monitoring and evaluation of project activities.
  • Maintain updated technical knowledge in hypertension control and management, NCDs and related public health topics, in order to provide technical assistance to project staff and partners and build PATH’s reputation in NCDs in Vietnam. Provide vision for Vietnam strategy development aligned with the PATH NCD strategy and further business development.
  • Collaborate with health officials in Ho Chi Minh City for project design, implementation, and monitoring.
  • Work with staff and project partners to identify issues/challenges and develop strategies for effective implementation of work plan activities.
  • Ensure delivery of project milestones as negotiated with the funder and within budget.
  • Coordinate the Project Steering Committee and Technical Working Group activities.
  • Serve as the point person for engagement with community-based, government and private sector stakeholders.
  • Serve as a PATH representative to donors, collaborating institutions, other potential clients and partners, and the press.
  • Represent PATH on national working groups and task forces, as appropriate, and maintain contacts with other organizations engaged in NCD control activities.
  • Close coordination with PATH’s Global Non-communicable Diseases (NCDs) leaders/staff to integrate NCD work in Vietnam with PATH’s overall strategy for NCD Control.
  • Oversee the monitoring and evaluation of the project to ensure that evidence is gathered and milestones are met.
  • Support the Vietnam Program Team Leader in managing all donor-related compliance matters ensuring that project teams achieve project goals and objectives according to donor expectations and within approved project budgets.
  • Oversee preparation of required reports to Headquarters and donor.
  • Directly supervise and collaborate with project staff to ensure that administrative and financial procedures effectively facilitate and support project roll out in a timely manner; sub agreements and sub-contracts are developed and approved in a timely manner; consultant contracts are approved in a timely manner; and, financial management is compliant with donor and PATH regulations and monitor expenditure trends.

Required Skills

  • Advanced degree in medicine or public health or related field.
  • Excellent written and spoken Vietnamese and English.
  • Demonstrated report writing and presentation skills.
  • Experience working effectively with government counterparts at both national and provincial levels.
  • Demonstrated leadership qualities at high-management level.
  • Proven interpersonal skills and ability to work effectively in a team.
  • Willingness and ability to travel within Vietnam up to 30 percent per year.

Required Experience

  • Experience working effectively with government counterparts at both national and provincial level and the private sector. At least 10 years of experience working in public health. A minimum of 3 years progressive work responsibility with program management experience. Work experience in health system strengthening is required and non-communicable disease would be an asset as would experience in public-private partnerships.
