Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

This requirement will be reduced to six months for internal candidates who are incumbents of a position confirmed for discontinuation.

Context:

Under the overall direction of the Chief of Mission IOM Viet Nam and Head of PPDI Unit and the direct supervision of the Migration Health Project Development and Implementation Officer, the successful candidate will provide specialized support in the implementation of projects in the field of migration health. The candidate will be responsible and accountable for day-to-day implementation of IOM health projects in Viet Nam.

Core Functions / Responsibilities:

  • Support the Migration Health Project Development and Implementation Officer in the implementation and monitoring of IOM’s health projects and activities by ensuring coordination of the health team, identifying operational and staff challenges and possible solutions;
  • Assist in the planning, monitoring and evaluation of programmatic, administrative and operational activities of the health projects in Viet Nam
  • Participate in relevant coordination meetings and maintain coordination and cooperation with local health authorities and partners (WHO, UNICEF, as well as other actors) in the field.
  • Develop and promote partnerships and network with government stakeholders such as the Ministry of Health, Migrant Health Working Group, Implementing NGOs and other UN agencies such as WHO, UNICEF, UNFPA for improving migrants’ access to health facilities.
  • Support resource mobilization through the identification of new programme/ project opportunities consistent with IOM’s mandate in Viet Nam, this includes COVID-19 response related proposals and other donor proposals for the health programme.
  • Prepare periodic reports for the donor on programme delivery, including interim and final reports to donors in coordination with the implementing partners.
  • Contribute in the staff development and capacity building of stakeholders including government, INGO and other agencies working for migrants.
  • Undertake duty travel related to programme assessment, liaison with counterparts, problem solving and new programme developments, as required;

Required Qualifications and Experience

Qualification

  • High School Degree with 6 years of relevant work experience or Bachelor degree with 4 years of relevant work experience.
  • Degree in Public Health, Medicine, Nursing, Social Science or a related field from an accredited academic institution preferred.

Experience and skills

  • Experience in projects management and implementation, monitoring and evaluation;
  • Experience in public health;
  • Understanding the issue of migration health
  • Good financial management skills;
  • Experience in liaising with governmental authorities particularly Ministry of Health, other national/international institutions and NGOs, as well as in the region;
  • Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities;
  • Excellent computer skills (MS Word, Excel etc);

Languages

  • Fluency in English and Vietnamese is required.
  • Working knowledge of UN official languages is an advantage.
