HIV Health System Strengthening

The Partnership for Health Advancement in Vietnam (HAIVN), a collaboration between Harvard Medical School (HMS), Beth Israel Deaconess Medical Center (BIDMC), and Brigham and Women’s Hospital (BWH), seeks to develop capacity for high quality medical education, medical research and healthcare quality in Vietnam. HAIVN has been working to improve the health systems in Vietnam since 2003.

HAIVN, through a cooperative agreement with the US Centers of Disease Control and Prevention (US CDC), provides technical assistance to the Vietnam National HIV program. HAIVN collaborates with the Vietnam Administration for HIV/AIDS Control (VAAC) and provincial Departments of Health to build capacity in HIV prevention, care and treatment, improve the quality of care provided to people living with HIV, scale up antiretroviral therapy and pre-exposure prophylaxis, and reach the goals of 95-95-95 and ending AIDS by 2030.

HAIVN is seeking a Project Coordinator, based in Hanoi, responsible for planning, coordination, management and provision of technical assistance in HIV prevention and care in the north of Vietnam.

Job Location: This position will be based in Hanoi with travel to project sites in Vietnam.

Overall Responsibilities

The Project Coordinator will support HAIVN’s HIV health system strengthening (HSS) portfolio including activities related to stigma reduction, community empowerment, health equity, and patient/community health literacy. S/he will work under the technical direction of the HSS Lead, based in HCMC, and will supervise and mentor 2 staff in Hanoi. S/he will also be responsible for overseeing the execution, implementation, and monitoring of sub-projects with HAIVN partners located in Hanoi and the northern provinces.

Specific Responsibilities:

  • Provide technical input to the design and implementation of HAIVN project strategies and activities.
  • Oversee the implementation of HAIVN‘s HIV HSS portfolio in the north of Vietnam including activities related to stigma reduction, community empowerment, health equity, and patient/community health literacy.
  • Develop and track sub-project work plans and budgets and provide technical assistance and oversight to HAIVN staff and partners in the planning, monitoring, and implementation of HSS project activities
  • Provide training, technical support, and quality improvement coaching to health facilities and staff to reduce HIV and key-population (KP)-related stigma and discrimination
  • Provide training and technical support to build the capacity of community partners including community-based organizations (CBOs), social enterprises, and key-population- (KP) led clinics.
  • Build capacity of provincial partners (e.g., provincial Centers for Disease Control, and health facilities) for monitoring program quality and addressing gaps when identified.
  • Provide technical support to the National HIV program in the development of national guidelines, circulars, action plans, and training materials.
  • Develop and deliver presentations to share outcomes and lessons learned from HAIVN’s initiatives with various stakeholders including US CDC, VAAC, PEPFAR, and other partner agencies.   
  • Develop, revise, and adapt training materials, job aides, and patient information materials, etc.
  • Contribute to the writing of project reports, technical briefs, success stories, and other communication
  • Translate project, curricular, and other materials from English to Vietnamese and vice versa
  • Provide English-Vietnamese interpretation in meetings, workshops and trainings as needed.

Required Experience

  • Medical Doctorate from Vietnamese Institution
  • Master’s Degree in public health desired
  • At least 7 years of experience working in HIV and public health implementation
  • Experience working with international donor funded projects

Required Qualifications

  • Ability to provide training, mentoring and coaching to community members, health workers and managers
  • Ability to summarize and present data in a clear and impactful way
  • Fluency in Vietnamese and English including reading, speaking and writing
  • Ability to work effectively in a complex international environment
  • Well organized and able to handle multiple tasks and changing priorities
  • Good computer and information technology skills; particularly with Microsoft Excel and PowerPoint
  • Good interpersonal, communication, and presentation skills
  • Ability to work both independently and as team member
  • Ability to work under pressure, to meet deadlines
  • Ability and willing to travel within Vietnam
  • Passionate about empowering clients and community and improving the lives of people living with HIV
