Project Accountants

Background
The Vietnam Environmental Administration, the Ministry of Natural Resources and Environment (MONRE) will start implementation of a ADB loaned project entitled “Greater Mekong Subregion Biodiversity Conservation Corridors – Viet Nam component” over a period of 8 years, 2011-2019. The objective of the project is to achieve climate resilient sustainable forest ecosystems in the Central Annamites benefiting local livelihoods and downstream users while the intended outcome is sustainably managed biodiversity corridors in Quang Nam, Quang Tri and Thua Thien Hue. The Project consists of four outputs: (1) Institutional and Community Strengthening; (2) Biodiversity Corridor Restoration and Protection; (3) Livelihoods Improvement and Small-Scale Infrastructure Support; and (4) Project Management and Support Services.

Four Project Accountants will work for Central Project Management Unit (CPMU) at Hanoi; Provincial Project Management Unit in Quang Nam, Quang Tri and Thua Thien Hue. The incumbents have the following detail task:

Detail Task
1. Participate in preparing annual and quarterly work-plan for the project.
2. Assist National  and provincial Project Directors/ Deputy Directors and Chief Accountant in the Project’s budget monitoring and project budget revision;
3. Set up accounting system, including reporting forms and filling system for the project, in accordance with the Project document, ensuring that both ADB and Government requirements are followed;
4. Maintain petty cash transactions. This includes writing of receipts, preparation of payment request form, receipt and disbursement of cash and clearance of advances;
5. Prepare cheques and other work as required with the bank;
6. Prepare the Project’s financial reports (annual and quarterly) and submit to Project Director/Deputy Director/Chief Accountant for clearance and furnish to ADB and Vietnam’s Government as required;
7. Prepare the Statement of expenditures to liquidate advances provided into the imprest account, in accordance with the Loan Disbursement Handbook of ADB; prepare the withdrawal application to the imprest account
8. Reconcile all balance sheet accounts and keep a file of all completed reconciliation;
9. Check and ensure that all expenditures of projects are in accordance with Vietnam and ADB procedures. This includes ensuring receipts to be obtained for all payments;
10. Check budget lines to ensure that all transactions are booked to the correct budget lines;
11. Ensure documentation relating to payments are duly approved by the Project Director/ Deputy Director/Chief Accountant;
12. Bringing any actual or potential problems to the attention of the Director/Deputy Director/Chief Accountant;
13. Follow up bank transfers. This includes preparing the bank transfer requests, submitting them to the bank and keeping track of the transfers;
14. Ensure Petty Cash to be reviewed and updated ensuring that there is up-to-date records;
15. To continuously improve system & procedures to enhance internal controls to satisfy audit requirements.
16. Prepare monthly bank reconciliation statement, including computation of interests gained to be included into reports.
17. Maintain the inventory file to support purchases of all equipment/assets.
18. Responsible for issues relating to taxes.
19. Undertake other relevant matters assigned by the project directors/deputy directors.

Qualifications
1. University degree in Accounting, Finance or related fields;
2. Minimum 3 years experience in finance and/or, accounting, particularly in ODA projects;
3. Strong organizational skills and understanding of administrative procedures;
4. Strong financial skills and understanding of accounting procedures;
5. Demonstrated ability to work in a multicultural environment, and establish harmonious and effective working relationships, both within and outside the organization;
6. Advanced computer skills (Word; Excel; etc.) and accounting software;
7. Ability to communicate effectively with people from different backgrounds;
8. Good English command;
9. Knowledge of  ADB loan project’s procedures would be an asset;
