Project Accountant and Administration Officer

Job Title: Project Accountant and Administration Officer for the foreign-funded project

Location: Hanoi and occasional travel to the Project provinces

Position type: Full time, contract term corresponds with project lifespan

External Affairs and International Cooperation Department of Vietnam Farmers’ Union is currently managing several projects funded by UN agencies and non-profit organizations in the field of agriculture and rural development for the ultimate sake of farmers. We are seeking for the Project Accountant and Administration Officer for one of our projects.

Main tasks and responsibilities:

1. Accounting tasks

  • Prepare procurement transactions and payments, ensuring that all supporting documentation and approvals are accurate and in line with the State and donor’s policies, procedures, and regulations.
  • Oversee monthly reconciliation between accounting systems and bank statements; reconcile accounts payable, accounts receivable, bank accounts, and petty cash.
  • Ensures the maintenance of proper accounting documentation and facilitate provision of information and documentation during audits.
  • Liaise with Vietnamese tax authority and remit employee withholdings on a monthly basis as required.
  • Compose the Financial procedure/Cost norms to project partners within the Project Budget and letter of agreement (LOA).
  • Provide instructions about accounting and finance management to project partners
  • Monitor the advance to project partners for implementing project’s activities.
  • Check and verify all accounting documents of project partners related to the expenditure of project’s activities in accordance with the approved budget.
  • Supports the Project Director in managing progress against project financial budgeting and expenditures.
  • Prepare the periodic financial report as required by the donors.
  • Prepare the necessary reports relating to the funding and finance as required by government authorities (Ministry of Finance, Vietnam State Treasury, etc.)

2. Administration tasks

  • Establish, purchase, and maintain an inventory of essential office consumables such as office supplies and stationery.
  • Manage assets including assets register, physical of asset check, disposal, and hand-over of fixed assets.
  • Carry out benefit and compensation works including but not limited to supporting payroll processing each month and preparing salary receipt/payroll forms, withholdings, and employer contributions as required.
  • Provide logistical coordination for training, workshops and meetings as well as any other project events.
  • Other duties as directed by the Director of the project.

Qualifications

To perform this job successfully, an individual must be able to perform each essential task and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Bachelor’s degree in accounting, finance, business administration, or relevant field required.
  • Minimum 3 years of working experience as an accountant for foreign-funded projects required.
  • Demonstrated ability to work productively within a team;
  • Possess excellent organizational and multi-tasking skills;
  • Excellent interpersonal and communications skills;
  • Proficiency in using Microsoft Excel, Word and Office applications;
  • Good command of English is an asset.
