Introduction
The Intergenerational Deaf Education Outreach (IDEO) Project is implemented by World Concern Development Organization in cooperation with the Ministry of Education and Training (MOET) through four years (July 2011 – June 2015) in the provinces of Hanoi, Thai Nguyen, Hue and Ho Chi Minh City. The overall objective of the project is to assist young deaf children to integrate into mainstream society, by piloting an innovative joint family and institution-based delivery system comprising screening, family support, and preschool services. The project is funded by Japanese Social Development Fund, a trust fund managed by the World Bank (WB). The total grant is USD 2,798,270.

Job summary
Main responsibilities
- Arrange all project payments, ensure that all disbursements are in line with approved budget and properly supported with evidential documentation and that they are in compliance with regulations of donors and World Concern.
- Key in all financial transactions of IDEO project into organization’s accounting software and ensure the updating and maintenance of the accounting software so that an efficient financial information system is sustained.
- Assign account code for each project budget line item and monitor the expenditures against each of these budget line.
- Prepare Statement of Expenditure for every application for withdrawal.
- Prepare detailed annual budget in consultation with program staff.
- Regular review of project actual expenditures vs approved budget with program staff.
- Manage project accounting files and cross reference in order for easy check and reference.
- Prepare monthly bank reconciliation against bank statement for project account.
- Prepare monthly report of eligible expenditures paid from the designated account.
- Making finance reports according to the World Concern and donors’ requirements.
- Manage bank dealings, assist in cash on hand management to ensure cash and bank balances are reconciled with the records maintained.
- Work with auditors in project audits
- Liaise with WB finance staff to ensure all project financial matters are running accurately.
- Provide guidelines to project staff and assist them in following WB financial guidelines and instructions.
- Carry out other tasks assigned by World Concern/ Project management.

Qualifications and experiences
- Vietnamese national with fluent English, verbal and written.
- Bachelor’s degree in Accounting or related financial discipline.
- Five-year professional experience, preferably with an international organization, professional experience that requires demonstrated accounting and financial management skills.
- Computer skills with particular high competency in word processing, excel. Familiar with ACCPAC accounting software.
- Understanding of World Bank finance management procedures.
- Understanding of law on personal income tax and social insurance.
- High degree of interpersonal skills, reliable and honest.
- Committed, hard working and able to take on high level of responsibility
- Able to work effectively independently as well as in a team
- Able to work under supervision, delegation and deadlines.
- Committed to work with, serve and learn from disadvantaged people;

General accountability
- Comply with policies/ regulations of World Concern, government and donors as needed.
- ?Comply with World Concern’s Child Protection Policy to ensure maximum protection for children.

Duration:
This appointment is for 48 months on full-time basis.
The contract starts with 12 months, with possibility for extension.
