Programme Officer for Micro-Finance component

Peace and Development Vietnam (PyD) is a Spanish International NGO working in 14 countries around the word. PyD is supporting the implementation of a 4 -year Regional Programme on Economic Empowerment with gender perspective in Vietnam, Cambodia and East Timor, hereinafter referred to as PyD Regional Programme. In Vietnam, the Programme will be implemented is Quang Nam province. The Programme aims to:

- Encourage local initiatives which promote employment and entrepreneurship, while gender disparity is alleviated through improving skills of local authorities and civil society.
- Promote rural development with local and gender approach, enabling fair distribution and control of resources.
- Promote Social Rights of vulnerable people through social justice initiatives on equality and non-discrimination, specially women

PyD Vietnam is looking for a qualified candidate to fill the position of Programme Officer. She/he will be responsible for supporting or directly being responsible of the implementation of the PyD Regional Programme in Vietnam in line with Programme’s plan and PyD values, strategy and guidelines.

4.Location:      PYD Program Office in Tam Ky, Quang Nam
5.Duties and Responsibilities:

Programme strategic direction: Under the supervision of PyD National Program Coordinator:

- Contribute to the strategic development of PyD Programme at both levels Regional and Vietnam.
- Prepare the Program quarterly, half year and annual work plans.

Partnership development and management

- This position will play a critical role in maintaining effective relationships with local partners, government authorities at different levels, donor agencies, the international community of organizations supporting economical activities and prevention of domestic violence, and local NGOs.
- Support the partners to prepare detailed project work plan; check and plan the quarterly program budget.
- Monitor, evaluate and support local partners in program implementation, such as planning, monitoring and providing technical assistance

Programme implementation

- Assist with the implementation of PyD Regional Programme in Quang Nam, ensuring that appropriate technical standards are followed.
- Support the implementation of the PyD Regional Programme in Quang Nam (in collaboration with the local partners). This includes setting up a Social Economic Development Centre, vocational training activities to improve beneficiaries’ skills, capacity building for local authorities, Income Generation Activities, Saving group formation and revolving funds, etc. 
- Prepare TORs in consultation with the Programme Office staff to hire consultants and link with partner organizations for the implementation of the Programme.
- Prepare and support partners on the preparation of Activity Plans and Activity Budget ensuring effectiveness and transparency on the implementation
- Visit the program target population and program sites regularly and provide with technical advice and coaching to program staff (PyD and Partners) ensuring appropriate technical standards.

Program management and coordination

- Support the PyD National Program Coordinator in the management and coordination of the Regional Programme in Quang Nam Vietnam.
- Ensure the quality of the processes and methodology and address capacity building needs of assigned staff in the Programme Office in Quang Nam

Learning, monitoring, evaluation and reporting

- Review the technical reports prepared and submitted by the implementing partners (monthly, quarterly, annually and project end).
- Support the National Program Coordinator to prepare the quarterly, annual and project end technical reports.
- Monitor and report on the success and impact of Programme implementation following the Program M&E system and program’s indicators.
- Support the National Program Coordinator to adapt and adequate M&E system to the QN context and program needs.

Networking and representation

- Develop and maintain good relationships to ensure effective communication and sharing of information, take part in networks for experience learning and sharing with other related agencies.
- Maintain regular coordination meetings with partners to ensure the smooth running of the activities
- Contact different local actors in the region to maintain an update overview of the socio-economic context evolution.
- Promote the networking and collaboration among different duty and responsibility bearers and right holders as part of the Human Rights based approach.

6.Post-Specific Qualifications:

EDUCATION

- Holding at least a Bachelor degree in economics, agriculture, or equivalent. A post-graduate degree will be an asset.
- Knowledge on gender mainstreaming in development programs will be desired.

EXPERIENCE

- Demonstrated experience on micro-credit, income generation and rural development.
- At least 5 years of experience in project implementation and management, planning, networking, coordinating, monitoring and evaluation.
- Experience on gender mainstreaming in rural development and poverty reduction projects.
- Substantiated knowledge of Vietnam’s social economic development, rural development, poverty reduction, vocational training, etc.
- Demonstrated experiences on supporting rural micro, small and medium business, including Business Development Services, Business planning, GET Ahead training, etc.
- Demonstrated experiences in organizational assessment, capacity building and training organization.

SKILLS AND ABILITIES

- Having proven skill of English and Vietnamese communication, writing project proposal, reports and documentation
- Willing to have frequent trips to program sites of PyD as required;
- Good computer skills, especially Excel, Words, PowerPoint;
- Having residence status in Quang Nam or commitment to stay in Tam Ky during the project lifetime is an advantage.
