The Global Competitiveness Facility (GCF) with a budget of VND 216 Billion for the period Jan. 2011 and Dec. 2013 is one of the components of the Danida supported Business Sector Programme Support (BSPS). ( www.ambhanoi.um.dk/en/menu/Developmentpolicy/Business/ )
The objective of the GCF is to increase the competitiveness of private Vietnamese businesses in export-oriented sectors through better access to relevant business services and exposure to innovative business models. To this end, Danida has set up a matching grant facility designed to strengthen the delivery of relevant business services and to stimulate innovative business models to tackle development bottlenecks of selected export-oriented sectors and value chains comprising of agriculture, aquaculture and fish processing, handicraft production, tourism etc.
GCF assists innovative business models and private delivery of business services with the aim to stimulate strategic thinking in the chosen sectors and provinces through grant-funding to share the risks of innovation. Successful new business models are then expected to be replicated by other investors in the provinces and throughout Vietnam.

The GCF Secretariat wishes to recruit a Programme (PO) to work in Ha Noi till the end of 2013 with an initial probation period of 2 months.

The Programme Officer (PO) is responsible for assisting Senior Advisor (SA) in editing, quality assurance of Concept Notes, Project Documents and monitoring and evaluation of the all the GCF supported activities to secure that GCF meets the overall objectives and targets and ensure compliance with DANIDA/BSPS and GCF procedures and guidelines. Further the PO is also expected to assist SA in ensuring the quality of project implementation measured through the Projects indicators for 60 to 60 projects. Generally, the tasks of the PO shall include, but not be restricted to the following:

- Maintain an updated inventory of Project Ideas (based on input from all relevant sources during 2011 and first quarter of 2012) that can be supported by GCF.
- Editing and quality assurance of the Concept Notes and Project Documents received from the provinces.
- Stimulate project ideas and assist in developing project proposals from grantees that are not based in GCF target provinces.
- Maintain a Database of Technical Experts/Consultants and support the grantees in the provinces with access to the same.
- Maintain a Database of projects and in cooperation with the Finance Section update the disbursement and implementation status.
- Update the GCF Website with relevant news stories.
- Develop a Monitoring & Evaluation system in accordance with the M&E plan of BSPS/GCF including the baseline surveys for impact assessments.
- Conduct Monitoring & Evaluation visits to all the ongoing GCF projects on a yearly basis.
- Assist SA in ensuring effective reporting and information flows, to and from the provinces
- Screen, monitor and follow-up on reports from grantees in  accordance with the grant agreements and GCF’s guidelines and procedures
- Screen the Project Completion Reports from each grantee and prepare draft Project Evaluation Papers for approval by SA
- Consolidate project progress reports from grantees with reporting on agreed indicators and draft overall progress reports for GCF
- Follow-up with Provincial Advisors (PAs) on Gender Action Plan and HIV/AIDS Action Plan and prepare draft annual progress reports
- Prepare and secure that all GCFs Forms / Templates comply with DANIDA BSPS/GCF requirements including the latest cost norms.
- Assist the PAs and grantees in identifying industry specific seminars/workshops/events wherein the grantees can share the lessons learnt under the GCF project. Further document all such initiatives to prepare a final “Lessons to share” Report.
- Any other task assigned by SA.

Desired Qualification:
- Vietnamese citizens preferably with extensive knowledge and experience in project management, monitoring and evaluation and private sector in Viet Nam.
- Fluent in spoken and written English.
- Masters in Business administration, Development Studies, Economics or similar subjects relevant to business sector development.
- Good understanding of needs and challenges of Vietnamese private enterprises and the developments issues preferred by donors.
- Excellent communication and facilitation skills, high flexibility and interest in working in an unusual and challenging work environment are prerequisites.
