Programme Officer – Water Management, Coastal Protection and M&E “MCRP”

The Mekong Delta Climate Resilience Programme (MCRP) is a technical cooperation programme, jointly funded by the governments of Viet Nam and Germany and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Its objective is to improve climate-resilient management of natural resources in coastal areas of the Mekong Delta to ensure sustainable development in the region. MCRP focuses on four working areas:

  1. Establish an institutional framework to facilitate regional coordination of climate-resilient development in the Mekong Delta;
  2. Improve investment planning at regional level for the climate-resilient and gender-sensitive management of water resources in urban and rural areas;
  3. Apply innovative technologies and interventions to combat coastal and riverbank erosion, thus rendering rural infrastructure and ecosystems more climate-resilient; and
  4. Roll out climate-smart and water-sensitive urban infrastructure.

MCRP has a comprehensive workplan, in which water management and coastal protection is one of key working areas. To effectively carry out the programme activities, additional human resources are required.

The Mekong Delta Climate Resilience Programme (MCRP) is looking for a qualified local professional for the position of:

Programme Officer – Water Management,
Coastal Protection and M&E “MCRP”
Duty station: Hanoi, Vietnam
Duration: Starting ASAP from 1st September 2021 for a 3 year contract

Main responsibilities:

MCRP Planning, Monitoring & Evaluation

  • Coordinating the process to develop the Operational Plan for the programme until 2025
  • Being responsible for the design and implementation of the M&E framework of the programme
  • Coordinating with and providing technical guidance to programme’s teams and units throughout the course of M&E process
  • Preparing reporting documents on programme’s progress to partner(s) and providing inputs for reporting to commissioning parties and GIZ Headquarters

MCRP Water management and Coastal protection (Water&Coast)

  • Being responsible for the preparation, planning, implementation and follow-up of work packages on Water management and Coastal protection as delegated by the Team Leader
  • Coordinating with involved team members (including task allocation and detailed workplan of each member) and relevant units of MCRP (such as admin/finance, contract and procurement) in preparation, implementation and follow-up of activities
  • Performing quality assurance of work packages and outputs as assigned by the Team Leader
  • Ensuring that the implementation of activities and work packages that she/he is responsible for are compliant with GIZ rules and regulations
  • Liaising with and providing technical and institutional advices to partners and stakeholders during the planning, preparation and implementation of activities

Minimum requirements:

  • Master’s degree in water management, water governance/policy or closely related field with at least 04 years of professional working experience
  • Excellent understanding and knowledge of GIZ’s tools and procedures for project’s planning, implementation, M&E and reporting is required
  • Proven experience in designing, implementing and operating programme M&E systems from programme formulation to closure stages is required.
  • Good knowledge on water management and coastal spatial planning and protection issues in the Mekong Delta is essential
  • Strong project management skills and experience with planning, execution, monitoring of projects and other project management tasks are crucial
  • Good capability to work with government authorities and research institutes is required, including ones responsible for water and coastal management
  • Good capability to coordinate and oversee international and national consultants is required
  • Excellent coordination skills with strong teamwork spirit are necessary
  • Excellent organizational skills, paying attention to detail and accuracy are essential
  • Ability to balance multiple priorities, manage deadlines autonomously and self-motivate is desired
  • Interest and ability to quickly master complex and unfamiliar subjects is desired
  • Prior experience in German cooperation is an asset, especially the experience working with GIZ Headquarters
  • Being familiar with different financial instruments of GIZ for project implementation is an advantage
  • Fluent in English, especially writing skill is a must
  • Basic knowledge of German is preferred
