The post is offered up to 45 months contract (life of the project), 2 months of probation, subject to review, based in Hanoi but with frequent travel.

The Role: To ensure effective functioning of programme Monitoring, Evaluation and Learning (MEL) system, delivering reliable reports and data to serve programme planning, implementation and reporting.

Reports to:       Programme Team Leader/Programme Manager
Staff reporting to this post: responsible for the management of various consultants that will be attached to the project.

KEY RESPONSIBILITIES:
- Lead the development and implementation of the overall programme MEL strategy.
- Facilitate and support the design, implementation of MEL plans of supported issued based coalitions (IBCs).
- Provide/arrange technical support and coaching on result-based MEL system and tools as required by supported IBCs.
- Facilitate learning events and workshops on change processes.
- Ensure monitoring system effectively captures data needed to assess value for money.
- Ensure effective compiling of  “stories of changes” from IBCs.
- Collate routine and ad-hoc programme level reports and data for cross-programme learning, programme management, decision-making and reporting to donor.
- Support effective use of information from programme MEL system for communication and advocacy.
- Conduct/lead monitoring visits to selected project areas.
- Lead internal review and evaluation of the programme.

SKILLS & COMPETENCIES:   
- Thorough understanding of result-based MEL systems and tools.
- Proven experience in establishing and developing MEL system, preferably including on issues of organisation/coalition development and/or voice, accountability and empowerment issues.
- Experience in evidence based research and how to use it in MEL process.
- Experience in developing and facilitating participatory MEL processes such as outcome mapping.
- Experience in both writing and reviewing evaluation terms of references and reports, with a strong skill set in both quantitative and qualitative, participatory methods.
- Understanding of context of civil society organisations and policy making and monitoring processes in Vietnam is desirable.
- Experience in training, facilitation, mentoring and/or support for capacity building in MEL and change processes.
- Ability to work across boundaries and enable cooperation among groups/actors.
- Commitment to equal opportunity and gender policies with demonstrated experience in integrating gender and diversity issues into programme MEL system.
- Fluent in both Vietnamese and English.
- Effective team work skills.
- Good analytical skills.
- Ability to work under pressure in response to changing needs.
- Able to travel to programme/project areas on a regular basis.
