BACKGROUND

SNV is implementing "Enhancing Opportunities for Women's Enterprises" (EOWE) programme in Kenya and Vietnam. This programme is funded by the Ministry of Foreign Affairs of the Netherlands government as part of Funding Leadership and Opportunities for Women (FLOW) funding window and will advance women's economic participation and self-reliance in Kenya and Vietnam by creating a conducive environment for female entrepreneurship as a vehicle of change. The programme aims to:

  • Increase capacity of government actors to implement and localise female entrepreneurship friendly policies and institutions.
  • Increase capacity of local actors, including CSOs, to create bottom-up pressure for women's economic empowerment and leverage existing policy frameworks to enhance the enabling environment.
  • Challenge gender norms inhibiting women's access to economic opportunities through behavioural change.
  • Enhance women's capacity and confidence to lead successful businesses.

POSITION OVERVIEW

The Programme Manager will be responsible for steering the EOWE programme and is final responsible for the overall delivery of the programme on time and on target and within budget. The Programme Manager will work closely with in-country teams, led by designated EOWE Country Project Leads. Together they will establish and monitor country level outputs, and ensure compliance with donor regulations. Whilst results delivery will happen at the country level, the Programme Manager will provide dedicated technical and administrative guidance to countries regarding implementation of the Programme, will facilitate and maintain tracking of progress mechanisms, and will implement strategies to deal with deviations and delays and coordination with the donor.

Key Responsibilities

Programme Strategy:

  • Provide strategic direction and guidance to the programme and its partners at national and sub-national level;
  • Guide and approve country level results (milestones, deliverables and impact).

Human and Financial Resources:

  • Efficient management of human and financial resources; ensure effective coordination of programme activities with country teams, review and approval of programme budgets and monitor expenditures;
  • Manage the Country Project Leads and matrix-manage the country level project teams as per the respective country structure.

Monitoring and Evaluation:

  • Ensure quality control and timelines of all deliverables and report to SNV, donor and clients on programme performance;
  • Regularly monitor results and internal budgets as per donor and SNV requirements and through continuous risk management efforts.

Networking and Relation Management:

  • Build and maintain relationship with programme stakeholders, including ministries, private sector, investors and partners, including the donor;
  • Represent the EOWE programme within SNV and to donors and clients;
  • Build networks and relationship with relevant (potential) donors, (potential) partners and manage and maintain solid relationship with Ministry of Foreign Affairs of the Netherlands.

Operational Support:

  • Provide operational guidance and support to programme activities;
  • Coordinate and facilitate all programme interfaces, teamwork and relationships including Finance, HR, administration, donor reporting, contract compliance, budget revisions, stakeholder engagement and communication at the multi-country level;
  • Ensure full and complete programme documentation as well as compliance with all SNV programme-related systems and processes and donor requirements (where applicable).

Knowledge development:

  • Knowledge development on successful EOWE development; development and dissemination of EOWE knowledge products;
  • Facilitate and contribute to knowledge development, in particular further development of the EOWE product in SNV.

Candidate Profile

  • Master's degree in Business Economics, Gender Studies, International Development, Entrepreneurship or a related field;
  • At least 7 years' project management experience of multi-country projects with a focus on gender empowerment and/or economic development;
  • At least 7 years of proven experience in project management, advising and coaching with demonstrated ability to work collaboratively with staff and partners in a cross-cultural environment;
  • Excellent social and networking skills, ability to engage with governments and the private sector;
  • Adept in strategic planning, adaptive management, donor compliance/reporting and supervision;
  • Demonstrated experience in developing knowledge products, advocacy, presentations in international events or regional workshops;
  • Excellent oral and written communication abilities and effective presentation skills;
  • Hands-on, result oriented, self-driven and able to manage own work;
  • Willingness to travel regularly to project countries.
