Programme Finance Officer

We are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

Programme Finance Officer (maternity leave cover up to 8.5 months contract)

The Role:

To support the Coalitions Programme team in effective financial management of coalition funding, implementation of issue-based projects, capacity building for coalition members, and donor reporting.

Report to: Coalitions Programme Team Leader

KEY RESPONSIBILITIES

Programme implementation:

  • Be responsible for the flow of financial information between Oxfam programme managers (Team Leader, Programme Support Officer) and coalition members.
  • Coordinate closely with accounting staff of coalition coordinating organisations and other coalition members to ensure the finance issues of coalition funding and issue-based projects run smoothly and effectively. 
  • Assist Team Leader to prepare annual budget, financial reports, auditing and other financial reports.
  • Be responsible to ensure the compliance of donor and Oxfam’s financial guidelines and requirements.
  • Be responsible for checking payments to implementing members, respecting procedures in the Programme Management Manual and other Oxfam and donor requirements.
  • In collaboration with PSO and coalition coordinators, check the project spending with coalition members in the field.
  • When the separate bank account of Coalition Programme is opened, be responsible for preparing all bank vouchers and send to bank for further processing. Coordinate closely with Oxfam finance officer to enter cash/bank book and upload those information to system.
  • Carry out internal audit and spot check for every coalition in every 6 months
  • Identify needs for training and capacity building of coalition member to improve their skills in financial management and in preparing financial reports. Provide or arrange such training as appropriate.
  • Induct new programme staff and provide on-going guidance and training to staff on finance (e.g. budgeting, financial policies and procedures, OPAL, Crimson, member financial monitoring, etc.)
  • Assist the PMT in ensuring that Oxfam office complies with the terms of its legal status locally, other legislation, and with Oxfam’s requirements, especially in project finance issues in the field.

Oxfam general:

1.Actively participate in the implement of Performance Management. Including objective setting, performance review, upward feedback and personal development plans. Ensure that relevant aspects of Oxfam GB’s work in Vietnam e.g. gender equity are included.
2.Ensure implementation of Oxfam GB’s operational policies, procedures and guidelines in all aspects of Oxfam’s work. 
3.Act as Oxfam’s representative at local and national level with local authorities, members etc. as required, mainly in events relating to accounting/finance.
4.Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed.

SKILLS AND COMPETENCE: (E) Essential & (D) Desirable

  • University degree in Finance and/or Accounting (E)
  • At least three years of work experience with an NGO, joint-venture company, or comparable setting (E) 
  • Prior engagement with Vietnamese civil society groups and familiarity with participatory processes (D)
  • Experience in project financial management (E)
  • Proven ability in working with local governments and with heterogeneous teams composed of consultants, experts, and local collaborators of different educational and cultural backgrounds (E)
  • Experience in giving training in accounting for non-accounting people, and in building financial procedures (D)
  • Have integrity and be committed to serving the needs of the poor in Vietnam through completely transparent accounting procedures (E)
  • Ability to work independently, as well as in a team (E)
  • Efficient and well organized (E)
  • Ability to write clear and concise reports, both in Vietnamese and English; very good spoken and written English (E)
  • Good command of computer software packages e.g. WinWord and Excel. Eager to learn new software packages to adapt to the project finance management needs (E)

Gross Annual Salary Range:     VND 343,685,322    -          VND 412,422,386
