Job Title: VN001 Programme Assistant to support Department of Public Heath, NIHE to well deploy Vaccine Effectiveness study activities

1. Background:

The emergence of SARS-CoV-2 resulted in a global pandemic with over 611,421,786 cases and 6,512,438 deaths confirmed by the World Health Organization as of 24 September 2022. In Viet Nam, the Ministry of Health officially reported 11.470,164 cumulative cases and 43.146 cumulative deaths as of 24 September 2022.

Viet Nam began the COVID-19 vaccination rollout among population older than 18 years in March 2021. By 30 June 2022, coverage of the primary series reached nearly 100% for the population over 18 years of age and 93.8% for those 12-17 years of age, while the coverage of
the booster dose reached about 63% and 12% for the 18-year-old and 12-17-year-old population, respectively.

Vaccine effectiveness studies allow researchers to assess how well vaccines protect people from illness in “real-world” conditions, outside of a clinical trial, to examine waning of vaccine-induced immunity, effectiveness against emerging variants as well as effectiveness in various settings/populations. In the context of Viet Nam, the effectiveness of COVID-19 vaccines has not been widely explored in Viet Nam and there is an urgent need to do so. This study aims to evaluate the real-world effectiveness of COVID-19 boosters in Viet Nam to inform the Ministry of Health (MoH) in evaluating and updating vaccination strategies and provide (local?) evidence to support risk communication for better vaccine uptake.

Therefore, WHO representative office of Viet Nam commences SSA to provide support to Department of Public Heath, NIHE to well deploy Vaccine Effectiveness (VE) study activities and to effectively coordinate supports by WHO in the biennium from 2022-2023

2. Planned timelines

Start date 1 February 2023
End date: 31 December 2023

3. Work to be performed

  • Support to develop periodic and ad-hoc reports related to VE study activities in Vietnam;
  • Participating in inspection team in order to guidance and evaluate VE study activities in provinces;
  • Support to develop legal documents, professional guidelines and directive documents related to VE study activities
  • Support in organizing training for VE study activities causality assessment for provincial professional advisory committee and other workshop, trainings related to VE study activities
  • Support to develop database related to VE study activities; implements and reports the VE study activities.
  • Coordinate with relevant domestic organizations related to VE study activities
  • Monitor and collect data and information related to VE of COVID-19 vaccine booster dose in Vietnam
  • Doing data entry in the provincial hospital.
  • Review database, find and add missing data.
  • Early detection of cases that need replacement and report back to the research team of NIHE.
  • Report on the progress of implementing tasks and perform other tasks at the request of the Leaders of the research teams of NIHE and WHO

The main methods to carry out the work

  • Communication with relevant departments of provincial hospital and NIHE as well as WHO
  • • Coordinate with provincial hospital staff to support to look up medical records and collect data.

4. Specific requirements

Education

  • Bachelor's degree or post-graduate related to medicine

Experience

  • Minimum 5 years of experience in the medical field; experience in implementing activities related to infectious disease prevention, diagnosis and treatment in hospital.
  • Ability to read and understand medical records and medical terms related to clinical symptoms, results of laboratory tests and ultrasound, x-ray.
  • Minimum 3 years of experience in preventive medicine: immunization, support to work in infectious disease prevention/immunization, and monitoring of data collection and data entry.
  • Desired: Experience working with NIHE, provincial hospital and WHO.

Skills

  • Ability to work under pressure and to tight deadlines.
  • Good teamwork skill
  • Ability to work independently.
  • Ability to coordinate and work with domestic and foreign partners.
  • Good computer skill (especially software programs related to data entry)
  • Have monitoring and evaluation skill.
  • Have report writing and presentation skill.

Language:

  • Essential: Proficiency in English in writing and speaking, and expert knowledge of Vietnamese

6. Medical clearance

The selected SSA holder will be expected to provide a medical certificate of fitness for work.
