SCOPE OF WORK

Position: PROGRAM ASSISTANT (FULL TIME)
Base of Operation: HO CHI MINH CITY, VIETNAM
Period of Performance: ON OR ABOUT JUN 2021– JUN 2022
(with two-months’ probation, and subject to extension based on manager’s recommendation)

Program Background:

Nathan Associates Inc. is implementing the five-year, USAID Trade Facilitation Program, which aims to support Vietnam to adopt and implement a risk management approach to the clearance of goods at Vietnam’s borders; simplify and streamline specialized inspection; and take steps to facilitate implementation of the World Trade Organization’s Trade Facilitation Agreement (TFA).

More specifically, the Program will work with the General Department of Vietnam Customs (GDVC) to strengthen Vietnam’s National Trade Facilitation Committee (NTFC) and any working groups; streamline border clearance procedures (including specialized inspection (SI) implemented by other line ministries and agencies); harmonize the implementation of risk-based approaches between the national and provincial levels; train national and provincial customs officers and staff from other ministries on risk management; and facilitate dialogue between customs and business and between relevant stakeholders in Hanoi and in the provinces.

Overview

To support Program implementation, Nathan Associates Inc. is currently seeking a Program Assistant to provide technical and logistical support, including but not limited to communications, capacity building and provincial activities.

The Program Assistant will work closely with both the technical and operations teams to ensure the effective implementation of Program activities.

The position is based in Ho Chi Minh City, with occasional travel to other provinces and regular visits to Hanoi.

Responsibilities and Tasks

Key responsibilities and duties include:

  • Providing inputs to communications related items including media monitoring, talking points, press release, etc.;
  • Proofreading and formatting official letters, minutes, agenda, reports, presentations, backdrops, in compliance with Nathan and USAID protocols and guidance;
  • Assisting with development and production of one-pagers, factsheets, videos, infographics and/or other communications materials;
  • Providing support to Program staff in the implementation and monitoring of project activities, including the organization of workshops, conferences and other public events;
  • Providing logistical support and liaising with partners to arrange meetings, trainings, workshops, field trips and other travels;
  • Participate with technical team members to meetings with stakeholders;
  • Organizing, assembling and supporting the distribution of technical reports, communication materials, and other documents;
  • Taking notes at events, and preparing and distributing timely minutes;
  • Other tasks as assigned by the Chief of Party, Communications Manager or their designees.

Minimum Qualifications

  • Bachelor degree in communications, economics, business administration, international trade, trade policy, law, customs administration, or similar field;
  • At least 2 years of experience in a similar role;
  • Excellent organizational skills
  • Strong communication and interpersonal skills plus excellent oral and written communication skills;
  • Proactive and works well on a multicultural team;
  • Willingness to travel;
  • Proficient in word processing, spreadsheets and office software such as Microsoft Word, Excel, PowerPoint, and Google Applications; and
  • Excellent written and spoken Vietnamese and English.

Preferred Qualifications

  • Experience with photo/video editing, and graphic design tools;
  • Prior experience on USAID or other donor funded projects or international organizations;
  • Demonstrated knowledge of Vietnam’s business enabling environment and trade facilitation efforts;

Reporting

The Program Assistant will report to the Programs & Communications Manager.
