Program Unit Manager; Grant Specialist; Admin Manager; Human Resources Officer

With an annual budget of over 10 million USD, we are expanding programs in Vietnam and looking for experienced, qualified and motivated Vietnamese candidates who are committed to working long-term for the following position:  

1. PROGRAM UNIT MANAGER (based in Quang Ngai)

Main responsibilities:
- Manage effectively the Child Centered Community Development program to achieve objectives
- Identify issues related to children and intervention opportunities
- Ensure that learning, monitoring, evaluation, and technical assistance are integral parts of the implementation of each program/ project
- Participate in the development, review, implementation and evaluation of the Country Strategic Plan
- Develop partnerships with local partners and authorities to strengthen relevant policies and practices in the implementation of the program/ project
- Provide leadership and support for staff in the office
- Manage financial disbursement of the program/ project according to plan and in compliance with internal policies and procedures of the Organization 

Requirements:
- University graduate in social sciences, development studies, project management, public administration
- At least five years professional experience with three years in management position
- Demonstrated record of experience in program, communication, finance, and human resource management and fund raising support
- Well developed skills in analysis, facilitation, communication, organization, and interpersonal relationships.
- A pro-active, self-motivated, quality-driven personality.
- Good spoken and written English skills.
- Good knowledge of MS office applications.

2. Grant Specialist (based in Hanoi)
Main responsibilities:
- To act as a resource to Plan in Vietnam and National Offices in business development including identifying funding opportunities, building donor relationships, proposal development and building staff capacity to improve the lives of children, families and communities following the Country Strategic Plan.
Resources Mobilization
- Write grant proposals in close coordination with Program Support Department and Program Units.
- Research donors and identify grant opportunities locally and internationally.
- Ensure that all categories of program costs are taken into account at the conceptualization and submission stage of grant preparation.
Building Relationships
- Act as Plan in Vietnam representative on grant matters, representing the interests of Plan in Vietnam to National Offices, donor organizations and other stakeholders.
- Develop, manage and maintain strategic partnerships with local actors, including bilateral, multilaterals, corporate donors and external networks.
- Manage the link between Program Units, National Offices, donors and external networks.
- Work with appropriate corporate partners to align their sustainable strategies with Plan in Vietnam to identify win-win opportunities.
- Develop and maintain a strong and professional image of Plan in Vietnam among relevant donors.
Staff Development
- In coordination with the People and Culture Department, strengthen the capacity of staff in building donor relations, developing grant proposals and managing/reporting on grant-funded programs and projects.
Grant Management Support
- Work with the Finance, Program Support Department and Program Units to monitor grant project progress, implementation and reporting.
- Work with the Finance, Program Support Department and Program Units to ensure compliance with donor requirements.
- Consolidate and analyze relevant grant information and disseminate where relevant within Plan in Vietnam.

Requirements:
- University degree in related fields
- Five years of professional experience of which at least two should have been spent in a fundraising position in the development sector.
- Demonstrated track record of writing project proposals and obtaining grant funding for development projects from institutional donors.
- Demonstrated success in directly managing the implementation and reporting requirements of grant funded projects and programs.
- Substantial experience of the NGO sector
- Experience of working in Vietnam
- Experience in coaching, training and facilitation
- Experience in identifying and developing fund raising opportunities
- Experience of working with children and communities and managing child-related program and projects would be an advantage
- Excellent level of English: oral, written and spoken
- Negotiation skills at an advanced level.
- Conceptual and analytical skills.

- Public relations and representation skills at an advanced level.
- High level of computer proficiency.

3. Admin Manager (based in Hanoi)
Main responsibilities:
- To support the country management team in administration works. The position manages the administration works and procurement in the country office.
- Support the country management team :
- Participate in the country management team meetings
- Follow up progress of actions need to be taken noted in the minutes to ensure the progresses are updated in the next meetings
- Support administrative application procedures for the country office
- Manage application for renewal of operation permit.
- Manage and facilitate the processes of application for passport, visa and other related procedures for local and foreign staff.
- Support in managing lease agreement for working place and accommodation for expatriates.
- Facilitate formalities of receiving and dispatching of items from and to other areas.
- Manage office equipment and supplies
- Manage procurement of office equipment and supplies
- Manage maintenance and repair of office equipment and supplies
- Manage administration works in the country office
- Ensure working place is organized in tidy and security manners
- Manage attendance records of staff at the country office
- Manage leave records of staff in the country office
- Facilitate visitors and guests visit to the country office 
- Manage incoming and outgoing phone calls and fax
- Support in country and overseas travel management for staff: hotel reservation and transportation arrangement/ booking

Logistic supports
Manage logistic arrangement and support for workshop, networking, meeting and training events organized by the country office

Requirements:
- University degree or equivalent in relevant field
- Five years of professional experience of which at least three should have been spent in administration position in the development sector.
- Experience of working with and advocating government authorities.
- Experience in coaching, training and facilitation
- Excellent level of English, both oral and written
- Negotiation skills at an advanced level.
- Administrative skills.
- Excellent interpersonal skills
- Ability to build and manage teams.
- Public relations and representation skills at an advanced level.
- High level of computer proficiency.

4. HUMAN RESOURCES OFFICER  (based in Hanoi).

Main responsibilities:
- Support staff planning, recruitment and selection processes.
- Review and update the personnel management policies and procedures issued by both the government and Plan,
- Administer the personnel administration and maintain personnel files,
- Provide support in implementing and managing Plan’s performance management system,
- Support HR internal and external communication, relations.
- Supervise local pay, consult and support to manage local benefit schemes
- Provide support in identifying and sharing human resource management best practices within Plan, to/from other organizations

Requirements:
- University graduate in Human Resources Management
- At least 3 years working experience in staff planning and recruitment
- Experience with development projects and/or INGOs would be an advantage
- Ability to work independently or as a part of a team
- Well developed skills in analysis, facilitation, communication, organization, and interpersonal relationships and maintenance of confidential and sensitive issues
- A pro-active, self-motivated, quality-driven personality.
- Good spoken and written English skills
