Organization Background

WCS Viet Nam Program Overview

WCS has been working in Viet Nam since 2006, focusing on strengthening the commitment, capacity and actions of the government of Vietnam to combat wildlife trafficking. Through support and cooperation to executive and judiciary sectors, including Ministry of Public Security, Supreme People’s Court, Supreme People’s Procuracy, Ministry of Justice, Ministry of Agriculture and Rural Development, and the National Assembly, it has provided and shared intelligence on criminal wildlife networks which help generate well-informed decisions in enforcement operations. WCS Viet Nam have generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 4,000 law enforcement officers, policy makers, journalists, researchers and managers nation-wide and distributed a number of technical handbooks and guides. It has assisted central agencies to review and propose necessary changes to national legislation, criminal intelligence analysis systems, inter-agency cooperation. WCS has also facilitated Government to Government dialogue through multilateral and bi-lateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and response to illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats, through collaborative research, training, and policy development.Recently, WCS Viet Nam has also expanded to species conservation, with focus on finding and protecting Rafetus Swinhoei in the wild.

Job Summary

Under the supervision of the Capacity Building Team Leader, the Capacity Building Program Officer is responsible for the implementation of the capacity building program of WCS Viet Nam in order to improve the knowledge and skills of law enforcement and judicial officers from government partners; and enhance capacity of WCS Viet Nam staff to contribute to executing WCS’s CWT strategy in Viet Nam.

Responsibilities

Capacity Building Programs

 

  • Contributes to the development and implementation of WCS’s building capacity for law enforcement and judicial agencies to maximize the enforcement effectiveness under WCS Viet Nam program;
  • Coordinates with relevant staff of technical teams to initiate ideas to integrate into the capacity building program for targeted partners with responding to the partners’ needs and priories as well as improve the capacity of WCS’s staff;
  • Collaborates with relevant staff and partners to monitor and evaluate the effectiveness of the capacity building program.

Networking and Partnership

  • Supports and maintains partnerships with key government agencies at central and provincial levels in Viet Nam, research/academic institutions, CSOs, NGOs and individuals relating to capacity building on wildlife law enforcement;
  • Contributes to the management of partner databases to make its readiness for extraction and use.

Grant Development and Implementation

  • Develops project activity plan and detailed budget in line with donor’s approval under the assigned scope of responsibility;

  • Leads the implementation of the capacity building activities under assigned grants and ensure the quality and consistency of the execution;

  • Updates the progress and operation of grants’ activities to relevant people and functions;

  • Documents results and lessons learnt and ensure the availability for sharing within team and to the wider team of WCS Viet Nam program;

  • Manages budget spending and provides inputs to financial reports of relevant grants to ensure the compliance with donors’ policies and regulations;

  • Contributes to grant reports and all other requested write-ups.

Fundraising

  • Provides inputs in proposal development, when relevant, including technical and financial ones;

Others

  • Contributes to the development of WCS Viet Nam policies and strategies.

  • Acts as WCS’s representative at the provincial and national level/meetings/workshops as required;

  • Performs other tasks as assigned by the direct supervisor.

Minimum Requirements

  • Commitment to the conservation of wildlife and wild places;

  • University degree in a relevant field such as education, biology, environment, public management, law enforcement, criminal justice;

  • At least 5 years of relevant experience in training, adult education or coaching;

  • Excellent written and verbal communications skills in English and Vietnamese;

  • Excellent computer skills (MS office package, email, database skills, internet);

Desired Skills and Experience

  • Experience as project/programme officer at an international NGO, as desirable;

  • Knowledge of Viet Nam law enforcement systems and training systems for law enforcement officers;

  • Additional experiences in as teacher/lectures, or holding position within learning management will be an advantage;

  • An understanding of key issues of wildlife conservation and illegal wildlife trade that WCS works on, as desirable;

  • Verified track record of working with relevant government agencies, donors, and other partners on similar topics is an advantage;
