Program Officer

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. As a federally owned enterprise, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development.

In Viet Nam, we have been working with our partners since 1993. We contribute to the improvement of living conditions for Vietnamese people via approximately 20 programmes and projects  covering the following three priority areas of cooperation: 1) Sustainable Economic Development and Vocational Training; 2) Environmental Policy, Natural Resources and Urban Development; and 3) Health.

We also act in other fields of cooperation such as support in strengthening local institutions via small-scale projects as well as in awareness raising on policies and laws; consultation on legal issues for Government Office; promotion of networking and Capacity Development for the returning and Vietnamese experts, potential decision-makers, professional journalists; cooperation with private sectors; personal placement of German and International experts, technical advisors, development workers and young volunteers with employers and partner organizations in Viet Nam.

The Vietnamese – German ”Macroeconomic Reform Program” is organized in three components and works with the partner institutions “Central Institute for Economic Management”, Ministry of Finance” and “State Bank of Vietnam”.  The program is looking for a qualified person to fill the following position:

Program Officer
Duty Station: Hanoi, Component 1, Economic Policy

Main responsibilities:

Implementation and Monitoring of Component Activities

- Support short-term expert missions, coordinates outlines of mission content with the partner  as basis for TOR, writing ToR, and working agenda for experts, preparing/translating necessary materials from experts and counterparts, accompanies experts as interpreter/local resource;
- Provide translation and interpretation services for other program activities, including those outside Component 1, if and when required;
- Draft mission (short-term expert missions, study tours in Vietnam and abroad, research missions) reports, transfer mission reports into the monitoring system, evaluate results of component modules and follow up by updates results chain in the monitoring system;
- Update the database for component 1
- Participate in partner missions and in research activities by partner as and when assigned

Communication and Networking

- Develop and maintain contacts with all relevant stakeholders particularly at the Partner Institution;
- Act as facilitator between short-term experts (esp. those from outside of Vietnam) and counterparts for assigned missions if necessary;
- Maintain good relationship and cooperation with other components of the program as well as other GIZ projects;
- Write short articles on program activities for web site and internal publications, update component one information on Web Site.

Knowledge Management

- Compile information about the topics of the assigned areas and ensures knowledge transfer to other colleagues including those of other components;
- Support research activities of the component/program, if and when required;
- Ensure the update of document database of component 1 for knowledge management.

Program Planning

- Support annual planning by giving inputs for the formulation of strategies/activities in the assigned area(s),
- Assist with component one operational plan.
- Follow up on the implementation of the operational plan in close cooperation with responsible partner departments
- Assist the organization and documentation for planning workshops.
- Assist in the elaboration of program document

Minimum qualifications:

- Master degree preferably in economics or related field;
- Minimum of 5 years of professional experience in a similar position
- Know-how and experience in planning and organizing missions and workshops.
- Excellent English with experience in translation from and into Vietnamese, German is an asset.
- Excellent command of MS-Office
- Excellent management, communication and organizational skills
- Ability to meet deadlines and work under time pressure, occasionally obliging to irregular and long working hours.
- Ability to work independently
- Team spirit and flexibility, discreteness and loyalty.
