Program Manager, Mekong Hub

Habitat for Humanity International (HFHI) is currently seeking a talented professional for the role of a Program Manager, Mekong Hub (MH). Reporting to the Director Mekong Hub (MH), the MH Program Manager acts as the hub operations lead and a focal point between Habitat for Humanity International (HFHI), Area Office (AO) and the Mekong Hub countries as assigned. The Program Manager ensures, guides and enables effective, quality and, innovative project implementation across MH countries. The position will also support the MH and assigned country strategy and business development and may be designated to assume interim leadership of the Mekong Hub countries during the absence of the country leadership in accordance with established delegation of authority policy.

This position will be based in either in Vietnam or Cambodia.

Key Responsibilities:

Mekong Hub operations (Project/ MEAL /Process) – 45%

  • Leads operations and guides the Hub country project teams for successful project execution in meeting beneficiary needs and requirements of donors, HFHI and local governments.
  • Effectively leads/coordinates project management cycle: planning, implementation, monitoring, reporting and closing.
  • Studies and implements appropriate MEAL programs in close coordination with MH management team and AP SME’s quality programmatic, technical, and advisory services.
  • Researches, promotes, and implements project management systems and processes contributing to sustainable, effective, and efficient operations.

Mekong Hub business development (Proposals /Strategy/Capacity) - 35%

  • Facilitates/ coordinates the research and proposal development in close coordination with RD and FOI focal points of MH country, APO, HQ.
  • Supports the hub and country-level strategy and business plan development and implementation.
  • Identifies, evaluates, and designs housing interventions that are effectively and efficiently impacting housing needs in the Mekong area.
  • Supports capacity building in project management through guidance, training, mentoring and recruitment of relevant positions at the MH country programs.

Network Support and Coordination – 20%

  • Ensures effective coordination between APO, HQ and MH assigned countries so that the country programs do have timely support.
  • Represents the assigned country programs at the HQ, APO and MH where it is needed.
  • Monitors and ensures the National Programs’ compliance to HFHI’s policies, procedures, guidelines, quality standards and any related agreements.
  • Monitors HFHI’s transfer of budget for assigned countries according to approved agreements.

Program Manager of Mekong Hub ensures the following objectives of the assigned countries achieved:

  • Projects that are approved comply with relevant requirements and standards.
  • Projects are executed and reported as per funding/partnership agreements.
  • Concept notes and proposals are reviewed and submitted on time and in quality forms.
  • Timely revision and submission of AOP, GMT and QPR are ensured.
  • The country strategies are aligned and complied with HFHI strategies and standards.
  • Assigned country Standards of Excellence (SOE) achieved 100% compliance on essential foundations.

Key Requirements:

  • Degree in related field such as International Development or International Relations or Social Work required.
  • 7 years of international experience in the development sector
  • 5+ years of management experience with HFHI or other INGOs.

Preferred:

  • Master’s degree preferred.
  • Experience working on or with boards/advisory groups of non-profit organizations.
  • Experience working and knowledge of the Mekong Region.
    Experience in change management processes.
  • Local language skill in the Mekong region. For example: Khmer / Vietnamese / Thai / Burmese.
  • Familiarity with construction technology.
