JOB TITLE: Program Manager

POSITION SUMMARY:

Full time position: 100% FTE
Duration of contract: 1 year (extension to be based on performance and availability of funds)
Location: Hanoi or HCMC

BACKGROUND:

IRD VN is a locally registered social enterprise in Viet Nam. IRD VN is a young, dynamic and growing organization. Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. We work in close collaboration with Provincial and National TB Programmes and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention, UNITAID and Otsuka.

To assist the organization as we quickly grow, we are searching for a highly qualified, experienced and motivated Program Manager. We are searching for someone who is detail oriented and an excellent communicator. This person needs to plan ahead while maintaining strong relationships with donors and government staff. JOB RESPONSIBILITIES:

This Program Manager will be responsible for overseeing the planning, logistics and reporting for one or more projects related to HIV to ensure they are completed in a timely fashion, within budget and according to donor requirements. The Program Manager will plan and designate project resources, prepare budgets, monitor progress, complete monthly and quarterly reporting on the project and keep stakeholders informed the entire way. In addition, the Program Manager will support the program and finance directors in the supervision of the overall performance of the IRD VN grant portfolio.

Project Management

  • In collaboration with the program team determine and define project scope and objectives of the grant(s) related to HIV;
  • With input from the directors and other program managers, develop plan for resource needs to reach objectives and manage resources in an effective and efficient manner;
  • Oversee the development of guidelines and Standard Operating Procedures as required for program activities;
  • Communicate with directors and program teams to determine procurement needs and assist with procurement of supplies for the project;
  • Work with the program and accounting team to prepare budget based on scope of work and resource requirements and track project costs in order to meet budget;
  • Develop and manage a detailed project schedule and work plan;
  • Ensure timely and accurate data collection, entry and analysis;
  • Participate in project progress monitoring, identification of areas for improvement and propose adjustments as needed;
  • Perform field visits for quality control of adherence to project guidelines and SOPs;
  • Complete monthly narrative reporting requirements;

Grants Management

  • Assemble lists of deliverables for all IRD VN grants;
  • Track monthly progress to deliverables, operational targets and burn-rate for all grants;
  • Conduct all environmental compliance monitoring for the organization;
  • Conduct monitoring field visits;
  • Work with other program managers and the F&A director to create projections for monthly cash requirements by project;
  • Provide regular status update to supervisors and ensure effective, timely responses to key external stakeholder inquiries;
  • Attend periodic meetings to report project progress;
  • Facilitate and accompany, if possible, project site visits by external parties;

QUALIFICATIONS:

Academic credentials

  • Bachelor’s degree in a field related to business, process optimization or project management is required
  • Master’s degree preferred

Work experience

  • Minimum 5 years of relevant work experience required
  • Minimum 2 years of direct project management experience required
  • Experience in US Government grants and regulatory compliance strongly preferred
  • Health-related work experience is preferred

Professional qualifications

  • Self-motivated, independent working style
  • Open and direct communicator and supporting collaborator
  • Detail oriented and accountable for high-quality deliverables

LANGUAGE REQUIREMENTS:

  • Fluency in Vietnamese and English (both written and verbal) is required
